Billings Clinic Director of Regional Clinical Services in Billings, Montana

Director Regional Clinical Services works with the Regional Services Team and participates in contributing to the growth, development, and management of both owned and affiliated sites by effectively leveraging the resources of the Billings Clinic Network. Seeks to strengthen the rural medical delivery system by enhancing affiliate hospital operations and driving clinical integration which improves the quality of clinical care delivery. Responsible for regional operations initiatives and providing clinical operational expertise and consulting for the affiliated/managed regional affiliates. This role may be utilized to cover a Director of Nursing role as needed in the region. Essential Job Functions • Assists in the advancement of the mission and vision of Billings Clinic by understanding local and regional healthcare needs to strengthen the rural medical delivery system through clinical integration, clinical standardization, regional peer review and quality initiatives. • Ensures the success and credibility of Billings Clinic Regional Services through the delivery of innovative, quality and cost-efficient programs that supports a more integrated regional health care delivery system and assists rural health care providers who seek out alliances for business and clinical quality reasons. Primary responsibilities include but are not limited to: a) Provides direct supervision of regional clinical coordinators. b) Oversee MSA deliverables of nursing services, quality & patient safety, population health, education & training, and regulatory (Environment of Care, Life Safety and Emergency Management). c) Leads regional clinical initiatives through a collaborative approach. Consults and provides clinical operational recommendations on best practices in nursing services across the care continuum. d) Establishes a vision of excellence with a customer service orientation and demonstrated quality outcomes, charting the course in response to the developing and shifting needs of the local community and the affiliate/managed organizations. e) Responsible for developing and maintaining collaborative relationships with the regional sites. Serves as a liaison and channel of communication between regional sites and Billings Clinic. f) Works closely with the Transfer Center, Physician Referral Manager and Care Management Team to ensure processes for patient transfers from and to affiliate/managed facilities and to ensure discharges back to local community occur as appropriate. g) Attends monthly affiliate/managed Board Meetings as assigned. • Works collaboratively with Nursing Leadership to ensure the practi ce of nursing meets established standards of care and competency requirements, state/federal regulatory compliance and accreditation standards. Monitors compliance to these standards and works with nursing and Regional Services leadership to address areas of concern. a) Develops and maintains community relationships as it relates to the continuum of care. Monitors hospital, clinic, medical services, assisted living and/or long-term care activities and identifies trends, problems and/or issues. • Participates in the development of patient care delivery models and/or care programs, policies and procedures and quality metrics that describe how patient care needs and/or patient populations receiving care are assessed, evaluated, and met. • Participates in the development and implementation of Billings Clinic's plans for providing hospital, clinic, and medical services, assisted living and/or long-term care to patients. Participates in the implementation of an effective, ongoing program to measure, assess, and improve the quality of patient care. Monitors compliance to the plan. a) Participates in Billings Clinic leadership meetings as appropriate to role. (PCSL/CSL) b) Participates in Regional Trustee and Leadership Meetings and various affinity group and circle meetings. c) Attends assigned affiliate/managed facility Board of Director Meetings. d) Facilitates Affinity group meetings and/or safety huddles for regional sites. • Participates in both short- and long-term planning for departmental functions and budgetary processes and fiscal control. • Maintains competency in all organizational, departmental, and outside agency environmental, employee or patient safety standards relevant to job performance and ensures staff adherence to the same. Monitors and ensures compliance with quality and regulatory standards (i.e., DNV, CMS, OSHA, Magnet, etc.). Prevents, minimizes and/or corrects risks to pat ients/residents, families, physicians, and other health care providers. Investigates unusual occurrences and follows appropriate procedures. • Utilizes process improvement principles to assess and improve the quality of patient/resident care. Assists affiliates to coordinate and develop quality initiatives as appropriate based on patient satisfaction scores, medication error data, employee satisfaction scores, regulatory compliance, and/or other issues as identified. • Acts as a resource for physicians, other health care providers, patients/residents, and families. Identifies needs and sets goals for own professional growth and development, meets all mandatory system/departmental educational requirements. Maintains knowledge of current clinical trends and developments as it relates to job scope. Supports and models behaviors consistent with Billings Clinic's mission, vision, values, code of business conduct and service expectations. Meets all mandatory org anizational and departmental requirements. Maintains competency in all organizational, departmental, and outside agency standards as it relates to the environment, employee, patient safety or job performance. • Performs all other duties as assigned or as needed to meet the needs of the department/organization. Minimum Qualifications Education • Minimum - Four Year / Bachelor's Degree in Nursing • Preferred - Graduate Degree / Master's Degree Experience • Minimum - Three years' experience working within a Critical Access Hospital in a leadership role Certifications and Licenses • Healthcare Provider CPR certification required at hire • Current Montana state license as Registered Nurse/RRT Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered.
