The Compliance Specialist plays an integral role in developing policies, procedures, and training materials. This position will train staff in all new regulatory changes. The Compliance Specialist, in coordination with systems personnel, ensures compliance as it relates to student and institutional financial aid eligibility.DUTIES and RESPONSIBILITIES:Compliance•Develop procedures and internal controls to ensure that financial aid is properly awarded to the appropriate students•Ensure policies and procedures are consistently applied•Remain educated regarding regulatory changes by monitoring Department of Education releases, websites, various listservs, etc.•Ensure policies and procedures are comprehensive and up to date•Ensure data integrity through data collection and analysis•Ensure communication, in all forms and modalities, with students and the campus community meets federal, state, and institutional regulations•Provide solutions based on the analysis of information•Monitor federal and state financial aid regulatory environments and communicate proposed changes with the office and division•Identify and document regulatory changes. Update policy manual and oversee updating of workflow procedures to maintain compliance with federal, state, and institutional financial aid requirements•Develop, implement, and maintain an effective compliance system to detect, prevent, and resolve issues that fail to meet federal, state, and institutional financial aid regulations•Identify and analyze challenges, propose solutions, and provide training to address issues•Ensure (Ellucian) Banner System is set up across modules to properly administer financial aid according to regulatory requirementsConsumer Information & Reporting (Paper, Electronic & Web based)•Ensure communication, in all forms and modalities, with students and the campus community meets federal, state, and institutional regulations•Ensure required consumer information is delivered within mandated timeframe•Ensure Financial Aid written, and electronic communications deliver a clear and consistent message that supports departmental and institutional philosophies and goals.•Ensure Financial Aid web information delivers clear and consistent message that supports departmental and institutional philosophies and goalsoWebsiteoBanner self-service delivery•Coordinate and complete annual internal and external financial aid audits•Monitor monthly accountability reports•Create and review reports to ensure policy is being followed•Involvement in federal and state level financial aid organizations•Complete internal financial aid file audits when needed•Update and create program outlines when new programs are approved, or programs change•Assists in defining New Year Start-Up•Remain current with all applicable federal, state, institutional rulesTraining•Develop and deliver training materialsoWrite and organize materials for specific audiences (FA office, students, parents, campus community, auditors, etc.)•Ensure policies and procedures are comprehensive and up to dateoParticipate in appropriate campus committeesoSeek opportunities to gain knowledge and implement more effective and efficient processesFunctional Processing •Ensure policies and procedures are consistently applied•Ensure data integrity through data collection and analysis•Specific processing duties within various FA modules, as assigned. Examples include, but are not limited to:oExceptions processingoManual review of eligibilityoBatch packagingoSatisfactory Academic Progress processingoProcesses return of Title IV calculations (repayment of federal aid) when students lose eligibilityoData load and associated processingoLetter generation and associated selections/processingoCOD processing of Federal Grants and Direct LoansoAlternative loans and associated third party sites/softwareoFund reconciliation•Ensure communication, in all forms and modalities, with students and the campus community meets federal, state, and institutional regulations Perform other duties as assigned that support the purpose and initiatives of MSUBFinancial Aid Specialist/Advisor•During high volume times duties may include, but are not limited to:oAnalysis and & evaluation of student financial aid applications and documentationoDetermination of aid eligibility and packaging (professional judgment as required)oAdjustment/revision of awards as neededoAdvise students and parents on financial aid options and requirementsoAssist with Federal and State Student Employment ProgramsQUALITIES:Extensive Working Knowledge of:•Financial Aid regulations, policies, and proceduresoTitle IV, State, and Institutional •Institutional, Divisional, and Departmental goals•Ellucian’s Banner suite of softwareoPrimarily Banner Financial Aid, but also Banner Student, Accounts Receivable, Finance, and Human ResourcesProficiency in:•Strong analytical skills•Strong organizational and project management skills•Executing and updating reports written in SQL and PLSQL•Data retrieval programs/databases (e.g., Oracle’s SQL Developer, TOAD, Microsoft Access, and/or VisualBasic)•Web-based research, particularly IFAP•Microsoft Office•Listserv technology•Basic accounting skills•Interpretation and application of awarding and fund principlesAbility to:•Research, analyze and interpret federal, state, and institutional regulations•Implement and follow federal, state, and institutional policies and procedures•Determine efficacy of departmental policies and procedures•Effectively communicate•Collaborate and coordinate with other team members•Analyze and interpret software documentationEducation Required:•Bachelor’s degree or combination of post-secondary education and experienceExperience Required:•Demonstrated knowledge of financial aid regulations within higher education•Demonstrated knowledge of federal, state, and institutional financial aid eligibility requirements•Ability to research, examine and evaluate federal, state, and institutional regulations/policies; provide oversight and chart course for the officeEducation Preferred:•Master’s degree in Business, accounting, or related fieldExperience Preferred:•Expert knowledge of financial aid and scholarships•Expert knowledge of federal, state, and institutional regulations•Proven experience developing and delivering training materials•Demonstrated knowledge of Ellucian Banner systemApplicants will be reviewed and interviewed on an ongoing basis after the screening date.
