CITY OF BILLINGS FORESTER / NATURAL RESOURCES SUPERVISOR in BILLINGS, Montana

The City of Billings is seeking a Forester / Natural Resources Supervisor to plan, coordinate, and carry out the enforcement of Billings Municipal Codes, Chapter 25, Ordinances regarding tree care and maintenance within the City Limits of Billings. Responsible for planning, developing and implementing comprehensive Urban Forestry and Natural Resources programs, training and supervision of staff, work scheduling, development and management of grants, contracts and in-house projects in developed parks, natural area park lands, public open space and other public facilities and properties. Programs include; park trees, Horticulture programs, tree inventories and GIS mapping, tree and landscape installations, natural resources management, nuisance and noxious weed management and other city wide vegetation management programs. Essential Duties and Responsibilities: - Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies. - Supervises plans, organizes, and directs the work activities of staff engaged in tree/shrub maintenance, planting, preservation and removal activities in city parks. - Supervises plans, organizes, and directs the work activities of staff engaged in natural resources and nuisance and noxious weed management activities in city parks. - Enforces and keeps records of Tree and Vegetation Notices for vegetation ordinance violations. - Prepares and awards bids for tree trimming, tree planting and tree removal work. Contacts and maintains professional working relationship with local tree care companies. - Manages the care of Horticulture activities for the Department. - Writes specifications for equipment; prepares and awards bids; contacts potential vendors to obtain price quotes; places orders. - Write annual forestry report, forestry program and any other reports requested by the Director and immediate supervisor. - Prepares liens on properties for tree work that was completed by the city and not paid for by the resident - Secure funding for the purchase of trees and other planting projects through identifying potential grants or donations. Gather information and write grant applications or non-competitive grants. - Writes and administers management plans for Nuisance and Noxious Weed management programs on City public lands. - Writes and administers management plans in cooperation with other local, state and national agencies pertaining to plant diseases and insect quarantines, eradication, and control programs. - Administers OSHA and ANSI compliance as it pertains to tree care. - Works with local service groups and public to educate on proper tree care and maintenance; diagnose insect and disease problems in trees and recommend proper control and management techniques. - Organize and plan educational programs to include Arbor Day, Earth Day and other events to encourage schools and other community groups to participate. Make presentations at these events, at conferences and service organizations. - Works with local service groups and the public to educate on Noxious and Nuisance weeds and the proper control and management techniques. Required Qualifications and Skills: - Bachelor's degree in forestry, urban forestry, horticulture, natural resources, or a related field. - Two (2) or more years of combined education and experience. - One (1) year supervisory experience. - Experience with city government and knowledge of department and function operations. - Must have strong interpersonal skills. - International Society of Arboriculture Arborist certification and Montana Department of Agriculture Applicator License. Salary Range: $28.6673 - $34.8433 per hour. Salary reflects Step 1 and Step 5 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training. Work Schedule: Monday through Friday, 7:00 a.m. - 3:30 p.m. Equal opportunity employer.
