Interior, Bureau of Indian Affairs Geographic Information System Specialist in Billings, Montana

Summary This position is located with the Bureau of Indian Affairs, Rocky Mountain Region in Billings, Montana. Comprehensive knowledge of Geographic Information Systems (GIS) and related technology in order to use seasoned judgment to develop new insights into complex situations, apply innovative solutions to novel GIS problems, and design new geospatial methods where established methods and procedures are inapplicable or are unavailable. Responsibilities Defines data need parameters for specific geospatial projects and/or assignments. Designs, develops, and manages geospatial databases, including conversion of digital data in various formats, and the conversion of thematic source maps from analog to digital form through the use of appropriate hardware and software. Represents the local office manager when working with other internal and external organizations on geospatial matters. Assists in the integration of Enterprise GIS with long- and short-term planning and management activities. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative Management Positions, 0301 series). GS-09: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). Providing regular status updates to management and leadership on project activities; practical hands-on experience and knowledge of geospatial analysis techniques including analytical techniques and modeling, cartographic principles, raster processing, and scripting; practical hands-on experience and application of geospatial information management, database design, mobile GIS, and ArcGIS Server in an enterprise GIS environment; and practical hands-on experience and application using geospatial program coordination in providing technical support and training. OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. GS-11: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-9 in the Federal Service (obtained in either the public or private sector). Working on multi-disciplinary teams as a team member assigned to carry out the planning and coordination of trust resources and/or related projects; managing a variety of project activities; participating in multi-objective investigation activities for trust resources, related projects; and communicating assigned project information and progress to management and leadership, partners, stakeholders, other involved agencies, and the public where applicable; utilizing geospatial analysis techniques including analytical techniques and modeling, cartographic principles, raster processing, and scripting; applying geospatial information management, database design, mobile GIS, and ArcGIS Server in an enterprise GIS environment; and training others in the application of geospatial programs, providing technical support, and working with a data steward in an interdisciplinary trust resource environment. GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
