CITY OF BILLINGS GIS ASSET ANALYST in BILLINGS, Montana

The GIS Asset Analyst will develop and maintain GIS-based asset management systems that support and optimize the data collection and analysis of the City of Billings/Public Works infrastructure and equipment assets. Essential duties and responsibilities: - Maintain, expand, and oversee a GIS-based asset management program. - Meet with department representatives to understand their asset management needs, provide information to them on the features and benefits of using a GIS-based asset management system, and manage the implementation, training, and on-going support of the asset management system. - Work with GIS-based asset management software to leverage asset management data for developing analytical reports, dashboards, maps, and spreadsheets necessary to support departmental business decisions. - Support asset management inventory system. - Perform statistical and other analyses on asset condition, performance, and risk data using asset management software. - Responsible for coordinating with outside consultants related to asset management. - Manage procurement and professional or service contracts as may be necessary to advance the asset management program. - Serve as technical expert for all in-office and mobile asset management systems including asset management software, work order management systems, automated vehicle location systems, and route systems to include providing support to all staff and supervisors, training them in techniques and use of software and hardware, answering their questions, and monitoring their progress, accuracy, and conformity. - Develop program training material and coordinating training activities for new and existing employees. - Configure and customize the asset management application to enhance its functionality and usability. - Lead and manage the implementation of operations and maintenance of all asset management software and hardware. - Monitor system performance and implement improvements to enhance efficiency and effectiveness. - Coordinate with other GIS and IT staff to ensure the GIS data for all managed assets are up to date, part of a regular scheduled backup strategy, and included in the IT Disaster/Recovery planning. - Serve as a liaison between departments utilizing the GIS-based asset management system and the GIS Team to ensure continuous communications regarding the collection, retention, accuracy, and availability of all GIS data. - Assist with the GIS data collection and maintenance as it pertains to asset management. Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m. Salary: $28.3640 - $32.8314 per hour. Salary reflects Steps 1 and Step 4 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training. Minimum Skills/Qualifications: - Bachelor's degree in Information Technology, Computer Science, Engineering, GIS, or a related field. - Minimum of three (3) years' experience in asset management, IT, or GIS. - Must have strong interpersonal skills. - A valid Montana driver's license or must be obtained within thirty (30) days of employment. - Must be able to pass a State and Federal criminal history background check. Preferred Qualifications and Skills: - Experience with City Works, Crystal Reports, SQL, GIS Information Systems, ESRI ArcGIS products, and local government infrastructure.
