CITY OF BILLINGS HUMAN RESOURCES GENERALIST in BILLINGS, Montana

The City of Billings is seeking a Human Resources Generalist to support and administer various human resources programs related to recruitment, disciplinary matters, disputes, investigations, training, leave, drug and alcohol programs, Affirmative Action plans, etc. while providing support to all City of Billings employees. Essential Duties and Responsibilities: - Answers employment-related inquiries from applicants, employees, and supervisors. - Performs a wide variety of clerical and technical work for the Human Resources Department. - Maintains accurate and detailed records. - Verifies accuracy of information and researches discrepancies. - Verifies employment. - Enters data. - Creates and proofreads a variety of documents. - Assists with various projects and initiatives. - Prepares tables, lists, spreadsheets, databases, reports or other documents. - Routinely uses computer software applications along with other technology. - Administers the city's employee recognition programs. - Manages direct billing of health, dental, vision, and or life insurance premiums. - Tracks employee promotions, resignations, retirements, and terminations. - Tracks new hire and terminated employee information. - Assists in reviewing the Human Resources email. - Assists with personnel requisitions, job vacancy postings, new hire approvals, and new hire paperwork. - Assists with review of interview questions for legal compliance. - May assist other City departments with the interview process. - Assists with Onboarding new employees. - Maintains and updates Human Resources public and internal website pages. - Gathers and provides workforce data. - Reviews Affirmative Action (AA) Plan for accuracy and recommends changes. - Distributes AA Plan. - Administers Drug and Alcohol Testing Programs. - Schedules drug and alcohol tests. - Produces and sends random test notification letters. - Tracks random test results. - Conducts FMCSA Drug and Alcohol Clearinghouse Queries. - Conducts or coordinates annual Reasonable Suspicion supervisor training. - Coordinates the City's CDL required drug and alcohol testing program. - Ensures compliance with all federal, state, and local laws and regulations regarding CDL drivers. - Coordinates quarterly audits of department CDL holders. - Assists with investigations of time theft, property theft, workplace violence, workplace harassment, etc. - May provide recommendations to management pending the outcome of employee investigations. - May assist with development of corrective action discipline. - Advises supervisors regarding performance issues and disciplinary action. - Maintains citywide discipline log. - Develops curriculum and provides training for all city staff. - Reviews, tracks, and documents employee attendance and compliance with trainings. - May assist payroll staff. - Assists with submitting First Reports of Injury and Liability claims to respective carriers. Required Qualifications and Skills: - High school diploma, or equivalent. - Three (3) or more years of combined education and experience, or equivalent in Human Resources. - Must have strong interpersonal skills, and strong written and verbal communication skills. - Must have the ability to operate personal computers and proficiency with Microsoft Office applications, or equivalent. Preferred Qualifications and Skills: - Experience with city government operations. Salary Range: $27.5407 - $28.9179 per hour. Salary reflects Step 1 and Step 2 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training. Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m. Equal Opportunity Employer.
