BILLINGS SCHOOL DISTRICT 2 HUMAN RESOURCES MANAGER in BILLINGS, Montana
Billings Public Schools is seeking a qualified candidate for Human Resources Manager. The Billings Public Schools employs approximately 3000 staff and has three bargaining units. As the Human Resources Manager for Billings Public Schools, you will be responsible for making an immediate impact on the department and must be capable of managing a complex, fast-paced environment with multiple interruptions. This leadership position will be heavily involved in the day-to-day tasks of building an effective HR department, ensuring compliance with State and Federal laws, and abiding by the three Union Collective Bargaining agreements. The "ideal" candidate for this role will be detail-oriented, organized, self-motivated, and able to move initiatives forward with minimum oversight. To excel in this role, you must have the ability to streamline processes by working collaboratively with other department stakeholders, build influence with your team, maintain a strong system of communication, inspire and empower employees through delegation, and lead compassionately. The ability to build strong relationships with all departments and the Leadership team is essential. A strong background in Human Resource best practices, hands-on experience with databases and HR software, supervising employees, and performance management is required. This position reports directly to the Human Resources Director. Responsibilities: - Foster a positive work environment within the Human Resources Department and across the organization. - Oversee, modernize, and manage recruiting, interviewing, and onboarding using these opportunities to promote the District brand with an innovative approach. - Ensure the organization's compliance with local, state, and federal regulations. - Develop training materials and performance management programs to help ensure employees understand their job responsibilities. - Facilitate the development of a training manual for all areas and functions of HR. - Lead the HR department in building workflows, reporting, and data analysis in the HRIS system. - Streamline processes in HR moving the department toward paperless processes utilizing the HRIS system. - Build effective relationships with leaders, supervisors, union representatives, and employees and provide seamless HR support to all district and community stakeholders. - Provide excellent customer service by responding to employees and leadership on HR-related questions, HR policies, and procedures. - Manage and implement special projects as assigned. - Apply timely and creative solutions to problems while working well under pressure. Qualifications: - Excellent verbal and written communication skills. - Excellent interpersonal, negotiation, and conflict-resolution skills. - Excellent organizational skills and attention to detail. - Strong analytical and problem-solving skills. - Ability to prioritize tasks and to delegate them when appropriate. - Ability to act with integrity, professionalism, and confidentiality. - Proficient with Microsoft Office Suite and related software. - Bachelor's degree in Human Resources or related field preferred. - Experience with launching HRIS systems and databases is a plus. - At least one of the HRCI or SHRM certifications is preferred: - 5+ years experience in HR Management or other related positions is preferred.
