CITY OF BILLINGS INVESTIGATION ANALYST in BILLINGS, Montana

The City of Billings is recruiting for an Investigation Analyst to perform various duties in support of the Department by conducting and participating in non-hazardous police functions in the investigation division; conducting and participating in general investigations of crimes and other tasks as assigned by the Chief of Police or designee. This position does not perform tasks legally restricted to Billings Police Officers and they do not carry firearms and have no powers to arrest. Essential Duties and Responsibilities: - Maintain and update tracking information for digital evidence held in Analyst office. - Store property and evidence in designated storage areas and limit access to evidence to only authorized individuals. - Use Cellebrite and GrayKey to complete forensic data extraction of mobile data devices. - Use ZETEX (or other relevant systems) to complete analysis of call data records, including geo-location mapping, call/text frequency. - Analyze extracted data and generates pertinent reports for the applicable investigations. - Review social media search warrant returns and generate reports of information relevant to the investigation. - Review, and update search warrant templates involving social media accounts, mobile data devices, cell phone providers, Google, and other information sources to the current court standards. - Assist with organizing and maintaining case binders and digital file storage for major cases. - Use various Microsoft products (or related software) to create documents and displays supporting investigations. Examples include; timelines, spreadsheets, tables/charts PDF forms, etc. - Conduct records and information searches of subjects involved in investigations, to include Law Enforcement Records Management System (LERMS), Criminal Justice Information Network (CJIN), TLO (open source social media research), and other related activities. - Review and compile documentation of surveillance video and jail-call monitoring systems. - Provide instruction and support to detectives, officers, and county attorneys on Cellebrite Reader and Magnet AXIOM viewers and the relevancy of artifacts contained in the data extractions. - Testify in court regarding any investigative or analytical work. - Maintain and update Cellebrite software/hardware. - Maintain and update GrayKey/Magnet AXIOM software/hardware. - Maintain accounts/licensing or all utilized software/hardware. - Interact with City of Billings, Billings Police quartermaster, and vendors for license renewals, updates to equipment, and acquisitions of new/updated systems. - Prepare reports on investigations and activities performed. Required Qualifications and Skills: - High school diploma or equivalent. - Possession of a valid Montana driver's license or must be obtained within thirty (30) days of employment. - Must be able to pass an extensive background check and a State and Federal criminal background check. - Must become certified in ZETEX (cellular and GPS mapping software), Cellebrite, IAPE Property and Evidence Management, and CJIN within one (1) year of employment. - Minimum of three (3) years in law enforcement or a related field. - Working knowledge of Secure warrant. Preferred Qualifications and Skills: - Previous experience in forensic mobile data extraction. - Previous Cellebrite/GrayKey certifications as an operator and analyst. - Proficiency with programs like Microsoft Word, Excel, and Power Point.
