Interior, Bureau of Indian Affairs Supervisory Criminal Investigator (ASAC) in Billings, Montana

Summary This position is located with the Bureau of Indian Affairs, Office of Justice Services (OJS), District 5-District Office in Billings, Montana. The incumbent will perform a variety of administrative and supervisory functions and will assist the Special Agent in Charge (SAC) with the overall planning, coordinating, implementing and directing of a law enforcement program in Indian Country. Responsibilities Provide assistance to the SAC on overall District leadership for OJS law enforcement program operations throughout Indian land including directing the District's uniformed police, criminal investigations, and detention services and staff. Assist the SAC in managing budgets, identify resource needs, and recommend distribution of resources in conjunction with setting annual, multi-year, or long-range work plans and schedules for the effective operations of law enforcement programs. Assist developing/amending Indian country law enforcement program policies in areas where established policy is not effective or suitable. Work with Tribal officials by communicating and interpreting for them, programs and policies, which affect law enforcement and detention programs in their territory. Work with other organizations, such as DOJ, U.S. Attorney's Office, FBI, FLETC, and Tribes, to coordinate intelligent activities that cross jurisdictional lines including those related to drug smuggling, gaming, and gambling. Ensure District compliance with all applicable laws and regulations related to justice in Indian country including P.L. 93-638 contract development and monitoring, and the Indian Law Enforcement Reform Act. Requirements Conditions of Employment Qualifications GS-13:To qualify for the GS-13 level, you must have one year specialized experience at or equivalent to the GS-12 grade level performing the following: 1) assisting with the management of a law enforcement program consisting of criminal investigators and uniform police officers engaged in the investigation of criminal cases in Indian lands; 2) collaborating with Federal, State and local law enforcement agencies on cross-jurisdictional issues related to criminal activity; and 3) assisting in the development of annual or multi-year work plans and schedules for the effective operation of law enforcement programs in Indian lands. The full performance level of this position is GS-13. FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence. MEDICAL REQUIREMENTS: The duties of this position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying. SECONDARY RETIREMENT COVERAGE: To be eligible for secondary coverage, an employee must satisfy ALL three requirements: - (1) while covered under the retirement provisions moves directly (without a break in service exceeding 3 days) from a primary/rigorous position to a secondary position; - (2) Completes 3 years of service in a primary/rigorous position, including any such service during which no FERS deductions were withheld; AND - (3) Must be continuously employed in a secondary position or positions since moving from a rigorous position. Except a break in employment in secondary positions that begins with an involuntary separation (not for cause). If you are not eligible for special retirement coverage, you will be placed in the regular retirement system. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Education Additional Information This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
