General Statement

University Services is comprised of Facilities Services, Campus Planning Design & Construction and Safety & Risk Management. These departments deliver a broad range of essential, cost-effective, and professional services to MSU’s students, faculty, staff, and broader constituencies. University Services Budget & Fiscal Management Division plans, implements, manages and controls the financial-related activities for the organization.

This position reports to the University Services Budget & Fiscal Management division responsible for developing and maintaining University Services funds, analyzing and projecting budget information which provides decision support for university and departmental administrators, state agencies, the Board of Regents, the Legislature, and the Governor’s Office. University Services includes Facilities Services, Campus Planning Design & Construction and Safety & Risk Management.

This position manages University Services fiscal and audit activities to assure related accounting and audit activities are in compliance with university, state and federal rules and regs and departmental business practices; oversees the fiscal activities for a wide range of fund types; develops reports for planning, budget, accounting and analysis functions; performs advanced trend analyses; interprets and disseminates results to appropriate audiences; analyzes efficiency of operations; makes recommendations for process changes and develops proposals for their improvements; assists with implementation of new and improved processes; performs related duties as required.

Duties and Responsibilities

  • Oversee University Services fiscal and audit activities for a diverse range of business centers that encompass General Operating funds, Designated Funds, Unexpended Plant, and Project Funds.

  • Review departmental financial activity to assure transactions are reasonable, appropriate and necessary; accurately classified and distributed to internal and campus departments; and support documentation is accurate.

  • Provide the internal audit control function for purchasing, inventory, accounting and capital asset management assuring all university, state, federal, and departmental requirements are met.

  • Assist Managers in the interpretation of financial activity so that informed business decisions can be made.

  • Lead and manage a team of accountants, sustaining an effective, high performance team that provides excellent customer service to client departments.

  • Provide instruction and answer questions relating to accounting procedures and serve as liaison between University Business Services and management areas.

  • Identify fiscal issues, provide alternative solutions, and resolve problems.

  • Maintain and troubleshoot accounting and budget systems & processes.

  • Assemble, manipulate and/or format data and reports that assist in the review, analysis, and interpretation of financial information.

  • Utilize various software applications, such as spreadsheets, relational databases, statistical and graphics packages to assemble, manipulate and/or format data and reports that assist in the review, analysis, and interpretation of financial information.

  • Participate in the design, modification and implementation of accounting, budget, inventory, purchasing and business-related systems that support University Services business enterprises to assure compliance with applicable rules and regulations, financial information is meaningful, and accounting operations and the flow of financial information is efficient, effective and auditable.

  • Follow information security best practices and University security policies.

    Required Qualifications – Experience, Education, Knowledge & Skills

  • Bachelor’s degree in Accounting, Business Management, or a related field and/or progressively responsible accounting experience or an equivalent combination of relevant education and experience.

  • Demonstrated work experience applying generally accepted accounting principles to business practices.

  • Demonstrated ability generating reports and analyzing and interpreting financial activities.

  • Demonstrated experience communicating financial data to a diverse group of constituents.

  • Demonstrated work experience supervising, planning, coordinating, and directing work activities of employees.

  • Demonstrated competence reviewing, evaluating and monitoring employee work activities and performance.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Demonstrated high level of competency using various software such as spreadsheet, and report generation packages; working knowledge of Microsoft Excel is highly preferred. (Please list software used and examples of use.)
