Position Summary

The City of Bozeman is now accepting applications for a Budget Analyst who will perform a wide variety of advanced analytical, financial, budgeting, and other administrative duties in providing responsible staff support in the preparation, development, monitoring, and implementation of City budgets.

Work Week: Typically, Monday - Friday, 8:00am - 5:00pm

Examples of Essential Work (Illustrative Only)

  • Performs a wide variety of advanced analytical, financial, budgeting, and other administrative duties in providing responsible staff support in the preparation, development, monitoring, and implementation of City budgets;

  • Conducts research and analysis in a variety of areas including financial planning and financial operations;

  • Assists in budget and fiscal management services to comply with City policy;

  • Prepares various budget and fiscal management reports for Directors and management including reconciling of monthly project budgets;

  • Responds to information inquiries regarding budget and fiscal management;

  • Makes recommendations necessary to bring budget requests and expenditures into alignment with projections and priorities for appropriations;

  • Monitors expenditures in different program areas and initiates transfers of funding to ensure appropriations are fully expended in compliance with City policy and any other regulations as they apply (i.e. bond covenants and grant requirements);

  • Assists the Finance Director in the development, maintenance, and adjustments for the Capital Improvement Plan, Staffing Plan and Budget;

  • Assists in monthly analysis for appropriations;

  • Provides technical assistance to staff and management regarding budget and fiscal management policies, regulations, and budget development;

  • Participates as a team member to assist in establishing funding priorities and in the administration of state and federally funded programs to ensure effectiveness in compliance with all applicable rules and regulations;

  • Distributes budget documents and forms to communicate and develop budget information internally and externally;

  • Analyzes special budget issues as requested by the Finance Director and upper management, including compiling information for budgeting for results, Project budget management, grant proposal budgets, updating rate models, and other requests;

  • Assists in the analysis of budget impacts of proposed capital projects;

  • Assists with responses to inquiries from staff, other agencies, and other interested parties;

  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;

  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;

  • Responds to citizens’ questions and comments in a courteous and timely manner;

  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

  • Performs other duties consistent with the role and function of this classification.

Minimum Required Qualifications

  • Bachelor’s Degree in Accounting, Finance, Business Administration, Economics, Public Administration or a related field; and

  • Considerable (3-5 years) budget or financial analysis experience, especially in the development, implementation and monitoring of agency budgets and forecasting resources availability; or

  • Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Required Knowledge, Skills, and Abilities

  • Comprehensive knowledge of budget or financial capacity;

  • Some knowledge of or ability to quickly learn the overall functions, duties and responsibilities of assigned Departments/divisions;

  • Ability to plan and organize work to meet schedules and deadlines;

  • Ability to establish and maintain effective working relationships with assigned supervisors, other City employees, and the general public;

  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;

  • Ability to understand and follow oral and/or written policies, procedures, and instructions;

  • Ability to prepare and present accurate and reliable reports containing findings and recommendations;

  • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks;

  • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;

  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;

  • Ability to meet timelines and prioritize multiple tasks.

  • Ability to work independently.

  • Ability to maintain confidentiality.

  • Ability to utilize specialized spreadsheets, word processing, financial management, and database software applications programs;

  • Ability to communicate complex budget information in an easy to understand format.

  • Ability to communicate both orally and in writing.

  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;

  • Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

  • Ingenuity and inventiveness and the use of the appropriate levels of discretion in the performance of assigned tasks;
