Brief Position Overview

MSU is using a planned, phased approach to implement a Shared Services model that provides core institutional services to all departments of the University. The person in this position will manage and direct the operations of Fiscal Shared Services, which will provide accounting and budget support to client departments, ensuring that client department personnel receive accurate and complete fiscal information and decision support. Fiscal Shared Services will comprise approximately four Branch Managers who will oversee approximately 15 Service Teams. Each of the branches will serve client departments in each of the following areas: academic, student services, administration/institutional, and research/outreach.

Position Details

General Statement

Reporting to the Associate Vice President for Financial Services, and with input from a collaborative work group, the person in this position will be responsible for developing, building and implementing the Fiscal Shared Services (FSS) model on campus. FSS will provide accounting and budget support services to departments and central offices ensuring cross-functional service that supports end users on campus.

Duties and Responsibilities

  • Employ a collaborative, consensus-building approach to develop, lead, implement, and oversee a financial shared services model on campus

  • Utilize and refine the existing client intake process, including workload assessment, budget movement, implementation and documentation of service level agreements, etc.

  • Collaborate with central accounting and other offices to develop and implement a system of internal controls including policies, procedures and standards of practice for the Shared Services teams

  • Develop procedures to ensure that the unit achieves compliance with a wide variety of university, state and federal laws, contractual agreements, policies and procedures.

  • Fully coordinate and communicate status of Fiscal Shared Services to all affected stakeholders

  • Actively participate in systems projects and implementations, including evaluations of new systems and technology tools

  • Maintain a strong strategic outlook with the ability to act as a change agent.

  • Liaise with operational and managerial personnel in client departments to ensure excellent service delivery

  • Hire and/or implement reorganization of fiscal staff to perform FSS functions that may be physically dispersed throughout campus

  • Plan and prioritize the work of Fiscal Shared Services branches and allocate resources as necessary to support campus initiatives

  • Plan and direct continuous process improvement and quality work results, ensuring consistency and best practices are adopted in all branches of the Fiscal Shared Services unit where appropriate

  • Serve as the point of escalation for client departments, ensuring timely and satisfactory resolution of issues.

  • Establish and provide consistent training and processes across FSS to reduce audit risks and increase compliance

  • Establish strategic goals, plans and processes for fiscal shared services

  • Supervise and lead branch managers, ensuring adequate guidance, training and development is provided

  • Develop and review metrics that enable assessment of unit outcomes, implementing corrective action when appropriate

  • Assist branch managers in problem resolution and provide guidance with respect to the development of financial plans for client departments

Required Qualifications – Experience, Education, Knowledge & Skills

  • Master’s degree in Business, Accounting, Finance, or related field, plus five years of relevant work experience, or an equivalent combination of relevant education and experience.

  • Personnel management and supervisory experience.

  • Experience supervising accounting, finance, budget, system implementations and/or similar work in a complex organization.

  • Experience using relevant software, spreadsheets, database and word processing software.

Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Experience with project management, process improvement and/or systems implementation.

  • Previous experience in a higher education setting.

  • Experience with a complex administrative information system (Banner or similar relational database).
