Job Status: This is a regular part-time position, 20 hours per week. Mondays would be in-house for onboarding of new staff and staff interaction With possibility to work partially remote after training is complete.

Wage: $25.00/hour

General Summary of Purpose of this Position:

Oversee hiring, recruitment, and onboarding functions of employee management. Maintain hiring files and assists in payroll processing and benefit administration. Assist HR Director with any additional administrative HR tasks. Assist CEO in executive assistant projects.

Specific Duties and Responsibilities:

Duty Statements. This position has the following duties and responsibilities. They are listed starting with the most important. Primary Job Duties and Responsibilities

HR Recruitment and Onboarding:

  • Approves job posting and advertising to ensure compliance with job requirement, procedures, State and Federal Guidelines

  • Creates, Edits and Grades job descriptions to ensure roles are equivalent among departments at same grade levels

  • Coordinates selection and scheduling interviews of applicants, checks personal qualifications against job requirements, aides in reference checking when needed.

  • Interviews, screens, and recruits job applicants to fill job openings.

  • Conducts required background checks of applicants in order to verify eligibility

  • Conducts new employee orientations to ensure employees gain an understanding of company culture, policies, benefits plans and enrollment provisions.

  • Communicates both personally, through oral or written directives and memoranda, with all involved parties.

  • Maintains good public relations status with the community.

  • Attends appropriate meetings, training and conferences.

  • Acts as resource to those with questions

  • Assist HR Director with clerical duties as requested

    Payroll & Benefits Cross Training:

  • Acts as a backup to Payroll & Benefits Coordinator in the preparation and processing of agency payroll and coordinations of employee benefits

  • Coordinates payroll processing system and verifies accuracy of timesheet data entry

  • Provides responsive customer service, responding to employee questions quickly and accurately regarding payroll & benefits

    Safety:

  • Maintains annual OSHA log workbook

  • Acts as a resource for mandatory federal drug and alcohol testing procedures, motor vehicle record checks, and other additional background check processes in alignment with program requirements.

  • Participates in Safety Committee meetings and the development and implementation of safety policies and procedures

  • Responsible for ensuring access of staff to Marketplace, including access codes and/or key cards

    Executive Support:

  • Provides support to Executive Director as needed

  • Operate fax machine to send or receive documents

  • Operate 10-key adding machine to add, subtract, divide or multiple numbers

  • Operate Multi-line Phone to place, receive or transfer calls or to retrieve voicemail messages

    Education and Experience

    Education: The following course(s) of study or class work usually provides the required knowledge skills and abilities to perform the duties of this position:

  • Bachelor’s degree from an accredited college or university or equivalent experience is required preferably in human resources management, business, public administration, or equivalent that provides the knowledge, skills, and abilities is required. Certification of PHR preferred.

    Experience: The following kinds of experience usually provide the required knowledge skills and abilities to perform the duties of this position:

  • Two years’ work experience that would provide general office skills including computer usage, office machines operation, and general office procedures required.

  • One year experience in Human Resources, personnel, and/or labor relations or experience demonstrating ability to successfully perform listed job responsibilities Eligibility determination experience is required.

  • Demonstrated knowledge of State and Federal employment and labor laws.

    Supervision

    Supervision Received:

  • This position operates under general supervision.

  • The incumbent is authorized to make decisions as to the timing and sequence of work and the work is performed according to established policies and procedures and/or within applicable laws, rules and regulations governing the tasks being performed.

  • Works under the direct supervision of the Human Resources Director; consults Program Directors/Managers on questions, problems and procedures as they arise.

  • Prepares documents and forms

  • Prepares vendor claims for Program Manager approval

    The incumbent is responsible for the following personal contacts (either in oral or written form) when performing the Duties and Responsibilities of the Position:

  • Interacts with the public or consumers daily

  • Interacts with program managers, executives, HRDC Board and/or committees on a daily basis Interacts with representatives of other service providers on a weekly or more frequent basis

  • Interacts with governmental compliance or auditors to provide information or exchange facts

    Confidentiality:

  • The incumbent regularly works with confidential and client data, which if disclosed, may be detrimental to agency/client interests. Release of such information may also violate disclosure laws.

  • The incumbent has full and complete access to reports, records and personnel files where utmost judgment is required.

    Working Conditions:

    The incumbent is exposed to the following unusual, potentially hazardous or unpleasant working conditions:

  • Works in temperature controlled office environment

  • Occasional exposure to angry, violent clients and community members

  • Weekly or more frequent contact clients are in a highly emotional state of mind

  • May have need to drive to other work locations and/or training sites.
