Brief Position Overview
TechLink is seeking a Machine Learning Analyst with experience designing, developing, and deploying machine learning tools to analyze, classify, and evaluate Department of Defense intellectual property and SBIR data. This position is responsible for creating software that enables TechLink to leverage its extensive data assets into increased departmental performance, as well as develop new service offerings to the DoD and other federal agencies.

TechLink is a nationally recognized technology transfer center at Montana State University that was established in 1996. Since 1999, TechLink has served as the primary “partnership intermediary” for the US Department of Defense (DoD), helping DoD to develop productive technology partnerships with US industry, primarily small businesses.
TechLink’s primary focus is helping DoD labs to transfer their inventions to US companies. TechLink currently brokers or facilitates approximately 60 percent of all DoD’s license agreements with industry. These license agreements enable companies to develop, manufacture, and sell new products and services using DoD inventions. TechLink also helps companies secure competitive research and development (R&D) contracts from DoD to develop new technologies that have both military and commercial applications.
Integral to this success is the research and development of information tools that: identify DoD technologies; analyze and identify key characteristics about DoD intellectual property; and streamline the identification of potential DoD commercial partners.
Duties and Responsibilities
Analyze TechLink’s project and business practices for the applicability of machine learning and data science methodologies. Work with the licensing team to determine the operational and performance requirements for data-driven solutions.
Evaluate different machine learning, data science, and other statistics-based computational methods for classification and other complex automated analysis of DoD licensing and SBIR-related information.
Lead detailed analysis of complex DoD licensing and SBIR-related data using the most appropriate machine learning approaches. Curate and evaluate information to ensure soundness and robustness of conclusions extracted from the data and integration with TechLink’s existing information systems.
Create programmatic document templates to facilitate DoD licensing.
Support the TechLink leadership team with other initiatives as directed.
Required Qualifications – Experience, Education, Knowledge & Skills
Bachelor’s degree in computer science or other related technical field, or an equivalent combination of education and/or experience in a closely related field
Demonstrated experience with industry-standard machine learning toolkits
Demonstrated experience designing and developing machine learning projects
Demonstrated programming experience in multiple languages (for example, in Java, Python, C, etc.)
Preferred Qualifications – Experience, Education, Knowledge & Skills
Master’s degree in computer science or other related technical field, or an equivalent combination of education and/or experience in a closely related field
Experience using containerization technologies for software deployment
Experience using different software development tools and methodologies, including continuous integration and version control software
Demonstrated experience with natural language processing techniques
Demonstrated experience developing and deploying REST API-based applications
Experience with Linux-based deployment environments
Experience creating custom LaTeX document templates

Continuation of employment is contingent upon availability of funding. Funding is currently anticipated through September 30, 2019.
