Brief Position Overview

While the primary focus initially centers on the Department of Homeland Security ( DHS ), flexibility to engage with other federal programs such as the Department of Defense ( DOD ) is necessary as well.

The Team Lead – Partner Engagement will lead MilTech team(s) that vary in scope of programs and customers supported. The positions vary in scope, number, and size of government program(s) supported by the team, overall portfolio size, and funding level the Lead is responsible to manage and execute on.

General Statement

MilTech is a DOD and DHS Partnership Intermediary with the mission to accelerate the transition of new technology to the U.S. government. See http://www.montana.edu/miltech for further information.

Duties and Responsibilities

The MilTech Team Lead – Partner Engagement role requires adept management of crucial customer relationships, encompassing the development of strategies for cultivating new connections, and nurturing existing ones. This position oversees the scoping, execution, and quality assurance of customer projects, utilizing a team to ensure successful outcomes. While the primary focus initially centers on the Department of Homeland Security ( DHS ), flexibility to engage with other federal programs such as the Department of Defense ( DOD ) is necessary as well.

Duties will include, but are not limited to, the following:

  • Work with business development activities within MilTech and the Associate Director to focus on crafting strategies and approaches to showcase MilTech’s capabilities to prospective clients. The aim is to secure work that not only aligns with program objectives, metrics, and funding, but also ensures the continuity of staff.

  • Manage MilTech’s ongoing collaboration with DHS , utilizing prior experience with customers to enhance support for both current and prospective clients.

  • Develop and manage statements of work (SoWs), proposals, budgets, and project plans, and oversee the coordination of financial reporting with MilTech’s Operations Team and the customer.

  • Lead, develop, manage, and train a project delivery team and support staff to ensure project support and financial performance meets or exceeds program expectations.

  • Create and implement strategies to expand and develop a project delivery team and support staff capacity in order to support impactful projects that provide significant benefits to MilTech’s customers.

  • Work with MilTech’s Operations Team to ensure that program budgets are established and spent according to the project plan; assist with resource and funding allocation processes for team’s salary allocation.

  • Approve monthly project reports to the customer, manage project schedules, and coordinate with the MilTech Operations Team, MilTech staff and support, and other government and civilian partners to ensure project is meeting the customer’s cost, schedule, and performance expectations. Ensure all internal MilTech project closeout actions, reports, metrics, etc. are completed.

  • Coordinate with MilTech Operations, MSU , and others to procure necessary supplies, goods, and services in accordance with applicable State and Federal guidelines.

  • Coordinate with MSU Facility Security Officer ( FSO ) to ensure MilTech personnel adhere to Department of Defense ( DOD ), Department of Homeland Security ( DHS ), and other security guidelines, including receiving DHS , DOD , and other guests. Follow Government policy to ensure project and customer information is shared appropriately.

  • Travel as required to support customers and MilTech team.

    Required Qualifications – Experience, Education, Knowledge & Skills

  • Demonstrated progressive and extensive experience working with a variety of diverse stakeholder groups to understand and translate project needs and requirements into clear objectives and tasks

  • Demonstrated progressive and extensive experience with overall management of a program or team that executes a wide variety and volume of customer driven projects, including the management of all resources, tools, and processes.

  • Demonstrated progressive and extensive experience managing and developing a team of internal and external professionals to execute on a variety of diverse projects.

  • Demonstrated experience generating and providing customer-required project metrics, reports, and financial information to internal and external project stakeholders

    Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Experience working within a federal program like DOD or DHS in a role similar to this position.

  • Project Management Professional ( PMP ) certification.

  • Demonstrated experience in market research, manufacturing, or design engineering.

  • Active, or previously held, security clearance.

  • Understand and translate complex ideas or situations quickly. Quickly identify problems and formulate possible solutions, exhibiting good judgment, flexibility and innovation to respond to the needs of a wide variety of clients.

    Position Special Requirements/Additional Information

    This position is contingent upon continued grant funding. A remote work location may be agreed upon, depending on experience, facility (such as office location), location suitability to meet mission requirements, and other factors.

This position may require the ability to obtain and maintain a DOD National Security Clearance and Common Access Card ( CAC ), and/or meet other government-defined restrictions appropriate for work level and access. Other security-related requirements will include receiving favorable background checks by state and federal agencies pursuant to federal law and regulations.

Successful candidate must be able to comply with the federally mandated requirements of U.S. export control laws, which may require proof that candidate is a U.S. person. Per 22 CFR §120.15, U.S. person means a person who is a lawful permanent resident as defined by 8 U.S.C. 1101(a)(20) or who is a protected individual as defined by 8 U.S.C. 1324b(a)(3).

This position requires ability to travel via all modes of transport when necessary to interact with DOD and/or DHS customers, including travel throughout the Continental U.S. as well as Alaska, Hawaii, U.S territories and possessions, and possibly other worldwide locations.
