Our services impact EVERY Montanan! *MISSION STATEMENT* To be the nation’s most citizen oriented, efficiently administered, State tax agency. The Montana Department of Revenue administers almost 40 state taxes, property appraisals, liquor laws, and unclaimed property for the state of Montana. The Property Assessment Division manages Montana’s property tax laws, including the valuation of all taxable property for property tax purposes. *DUTIES* The Modeler provides technical expertise for appraisal programs by developing, specifying and calibrating mass appraisal models for residential and commercial properties using established software, statistical methods, and the CAMA system to assist in determining market value for assessment of property taxes. This position is responsible and accountable for multiple project development, implementation, and outcome within assigned region(s) and market areas. The incumbent is assigned special studies and/or projects relative to assigned area (s) of expertise, policies, procedures, rules, laws, and practices. The position leads appraisal teams and provides consultation and advice to lower level appraisers on all aspects of appraisal theory and procedures and reports to a regional manager. Depending on the specialty area assigned to an incumbent, additional knowledge and skills are required in one of the following: - Residential and commercial property appraisal and assessment - Cost factor development - Market and income modeling - Geographic Information Systems - ORION support - Project management, including legislative support, training, and rules development - Exemptions and appeals *EDUCATION / EXPERIENCE* The above competencies and degrees of proficiency are typically acquired through a combination of education and experience equivalent to: * A bachelor’s degree in economics, statistics, real estate, business administration, engineering, or closely related field; and * Four years of job-related experience. * Preferred experience in appraisal that includes two years of experience in conducting market value appraisals of residential and commercial properties and two years of experience in economic/statistical analysis. Other combinations of relevant education and experience will be evaluated on an individual basis. It is important that all previous work experience is listed.
