Position Summary

The City of Bozeman is now accepting applications for a Parking Manager who will manage the activities and operations of the Parking Services Division within Bozeman’s broader transportation system including policy, operations, enforcement, and facilities.

Examples of Essential Work (Illustrative Only)

  • Plans, organizes, and directs the activities and operations of the Parking Services Division;

  • Implements and administers policies established by the City of Bozeman and the Bozeman Transportation Board, including oversight of the Cash-in-lieu Program and the daily operations of parking management districts;

  • Researches issues and problems, develops and evaluates alternate solutions, makes recommendations and advises the Bozeman Transportation Board on policy and program development;

  • Implements the projects and programs of the Downtown Strategic Parking Management Plan and other relevant or overlapping plans and associated initiatives;

  • Participates in policy discussions regarding parking services in the City of Bozeman, including but not limited to Unified Development Code updates related to parking, transportation planning and parking, and at the intersection of parking and development;

  • Serves as an ambassador representing the City of Bozeman and the Bozeman Transportation Board and its programs to citizens, property owners, Downtown Bozeman Partnership, service clubs, Montana State University, and other groups and local entities;

  • Assist with public relations and marketing for the department, particularly Parking programming, including social media;

  • Prepares and administers the annual operating budget;

  • Oversees long range forecasting and planning for the City’s parking resources and participates in broad transportation planning as required;

  • Oversees maintenance contracts, vendors, and service providers as necessary;

  • Manages staff performance including supervision of assigned staff; approves time-off requests and approve subordinate employee timesheets; participates in the selection, promotion, discipline, and termination of staff and recommends candidates for hiring; schedules, trains, motivates and evaluates assigned staff;

  • Prepares program proposals, analyses, publications, visual aids, presentations, displays, newsletters, and activity and progress reports;

  • Prepares a variety of reports and documents, including commission reports and memoranda;

  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;

  • Provides effective public education of the City’s parking regulations and policies;

  • Serves as staff liaison for advisory boards as assigned;

  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;

  • Responds to citizens’ questions and comments in a courteous and timely manner;

  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

  • Performs other duties consistent with the role and function of the classification.

Minimum Required Qualifications

  • Bachelor’s degree in Business, Public Administration, Transportation, Urban or Community Planning or a closely related field; and

  • Considerable (3-5 years) experience in parking management, curb management, public administration, public policy development, transportation, Urban or Community Planning, Transportation Demand Management, Economic Development, business, or closely related fields, including supervision; or

  • Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Required Knowledge, Skills, and Abilities

  • Substantial knowledge of, or ability to quickly learn, basic principles and practices of a public parking program;

  • Some knowledge of personnel management and organization and management practices and principles;

  • Some knowledge of budget preparation, revenue control, procedures of record keeping and reporting;

  • Some knowledge of, or the ability to quickly learn, parking related Bozeman Ordinances, Bozeman Municipal Code, and Montana statutes and laws;

  • Some knowledge of, or the ability to quickly learn, Federal, State, and local ordinances and regulations related to parking, ADA compliance, and construction related activities;

  • Some knowledge of, or the ability to quickly learn, basic principles and practices of construction, maintenance, and repair activities to facilities and building systems;

  • Some knowledge of the maintenance and operation of related equipment and parking control and management systems in functional area of assignment;

  • Ability to develop, implement, and coordinate projects and program activities as directed;

  • Ability to effectively lead, motivate, and supervise the work of others;

  • Ability to establish goals, objectives, and plans for the division, including encompassing short, intermediate, and long-term operations;

  • Ability to manage complex policy goals with competing stakeholders;

  • Ability to build and maintain relationships as it relates to parking policy and operations;

  • Ability to effectively organize work, maintain organizational structure, and delegate authority;

  • Ability to establish and maintain effective working relationships with assigned supervisors, other employees, vendors, contractors, and the general public;

  • Ability to work both independently and in a team environment;

  • Ability to prepare correspondence, memoranda, white papers, and minutes of meetings;

  • Ability to prepare publications, visual aids, displays and newsletters in both print and electronic format;

  • Ability to exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs;

  • Ability to analyze, interpret, and develop solutions promptly using independent judgment and initiative;

  • Ability to exercise sound, independent judgment, and work with minimal supervision;

  • Ability to interpret and apply Federal, State, and local policies, procedures, laws, and regulations;

  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;

  • Ability to understand and follow oral and/or written policies, procedures, and instructions;

  • Ability to prepare and present accurate and reliable reports containing findings and recommendations;

Required Special Qualifications

  • Must possess a valid Driver’s License and obtain a Montana Driver’s License within 60 days of employment;
