Brief Position Overview

The Director of Research Security will be part of the VP for Research and Economic Development leadership team, will support the growth of this unit by ensuring compliance with all federal requirements, and will assist faculty, staff, and students by providing appropriate campus infrastructure and processes for a variety of controlled work.

General Statement

Research & Economic Development ( RED ) at MSU includes Research Development, Sponsored Programs, Research Integrity and Compliance.

The Research Security Director will complement RED by supporting research security and positively impact the university research community by providing a centralized research security program.

Duties and Responsibilities

The Research Security Director ( RSD ) reports directly to the Vice President Research & Economic Development. Duties will include, but are not limited to, the following:

  • Establish a research-wide information security program directly supporting research functions & stakeholders at all levels.

  • Develop & lead the Research Security Program to meet the evolving needs of research security & research customers.

  • Serve as the primary office of responsibility & accountable official for all aspects of applied research security.

  • Review all incoming applied research contracts, grants & other research efforts; determine research security requirements & verify research security capabilities against requirements.

  • As required, develop programs, processes, procedures, training, physical security & information security capabilities.

  • Assist researchers to determine costs associated with research efforts in all areas including physical security, information technologies, personnel, training, inspecting & reporting.

  • Oversee the Research Security Officer ( RSO ).

  • Assist researchers with development & review of Technology Control Plans (TCPs) or other tools required for research compliance.

  • Conduct physical facility inspections, develop risk mitigation or remediation activities to meet all security requirements.

  • Maintain expertise related to Controlled Unclassified Information ( CUI ), Export Compliance, Cybersecurity Maturity Model Certification ( CMMC ), applicable NIST Special Publications, NSPM -33, CHIPS & Science Act, Federal Acquisition Regulations & Defense Supplements.

  • Develop, administer & maintain research security training programs. Track researcher training status, provide & assess effectiveness of training, track training & support stakeholders.

  • Serve as the primary point of contact representing & supporting researchers involved with contracts with security requirements.

  • Orchestrate efforts in collaboration with diverse offices across MSU to provide stakeholders fully successful security programs.

  • Develop partnerships with University IT, Human Resources, Legal and other offices across campus to present streamlined & effective capabilities to MSU researchers.

  • Serve as the federal government point of contact providing evidence of compliance, answering requests for information, performing government system of record submissions & ensuring compliance with research contract obligations.

    Required Qualifications – Experience, Education, Knowledge & Skills

  • Proven experience in developing, implementing and maintaining research security & compliance programs related to CUI , Export Compliance, CMMC , applicable NIST Special Publications, NSPM -33, CHIPS & Science Act, Federal Acquisition Regulations & Defense Supplements.

  • Leadership experience & ability to multi-task leading teams or working independently with a high degree of self-motivation, accuracy & efficiency, with little or no direct oversight.

  • Expert knowledge & skill in applying & interpreting applicable local, state, & federal laws, regulations and directives.

  • Must be eligible for a U.S. government security clearance if required.

  • Bachelor’s degree in related field; supplemented with a robust background in security and compliance.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Master’s degree in related field.

  • In-depth understanding of FAR , DFARS , and U.S. government contracting

  • Advanced analytical skills & ability to organize, prioritize, & manage high-level & complex projects with time constraints.

  • Strong interpersonal & communication skills with the ability to work collaboratively.

  • Background working contracting activities with the federal government including DOD , DOE , DHS , NIH or others.

  • Experience working with university research programs.

    Position Special Requirements/Additional Information

Successful candidate must be able to comply with the federally mandated requirements of U.S. export control laws, which may require proof that candidate is a U.S. person as defined in 22 CFR §120.15, 8 U.S.C. 1101(a)(20) or 8 U.S.C. 1324b(a)(3).

This position is supported by grants & contracts & while the need for this position is expected to be long-term, the nature of the position will evolve with the specific needs of externally funded projects.
