TechLink is a nationally recognized technology transfer center at Montana State University that was established in 1996. Since 1999, TechLink has served as the primary “partnership intermediary” for the US Department of Defense (DoD), helping DoD to develop productive technology partnerships with US industry, primarily small businesses.
Altogether, TechLink has established more than 1,050 technology partnerships between US industry and DoD. These partnerships involve 97 different DoD laboratories or organizations and have resulted in the transfer of over 900 inventions to US industry. TechLink generates more than a 4:1 return on investment to DoD from licensing and other fees. Integral to this success are the data systems and website tools that quantify and communicate the value TechLink adds to our main customer, the DoD; provide data about operational efficiencies; meet the technical needs of the DoD laboratories; and attract additional customers to TechLink.
Duties and Responsibilities
Lead and provide system development, recommendations, and analysis for TechLink’s project requirements, business practices, procedures. Strategize, manage, and execute current and future technical goals. Architect sustainable, reliable, and secure infrastructure and business operations in alignment with TechLink’s mission, supporting TechLink’s staff, contractors, and University and DoD partners.
Lead analysis of current and emerging technology solutions for application to TechLink’s marketing and economic impact review needs. Work with TechLink teams as a technology liaison, assessing workflow and information needs that could be met by technology solutions. Design systems and approaches for complex analysis of DoD data, including data visualization and reporting.
Align with and leverage MUS enterprise systems and apply higher education technology best practices for enabling successful marketing and research activities. Implement and manage information security, compliance and user best practices, meeting operational needs and objectives.
Act as security steward for systems and data used by TechLink staff and contractors, including development, management and maintenance of procedures regarding the handling of business-sensitive third-party information and controlled unclassified information. Engage with national contractors, partners and stakeholders who provide information analysis services to the Department of Defense.
Manage information security and compliance efforts as required by DoD contracts, especially meeting the requirements detailed in NIST 800-171. Write and participate in self-inspection and documentation processes within the scope of the position.
Manage, coach, and develop assigned students and other staff; support TechLink leadership team and initiatives as directed.
Required Qualifications – Experience, Education, Knowledge & Skills
Demonstrated extensive, progressively responsible experience creating and managing data systems of a complex organization, including developing and implementing strategic goals and procedures spanning the entire technology lifecycle
Demonstrated experience analyzing operational workflow and building or adapting procedures and information systems to meet departmental needs
Demonstrated extensive and broad experience working with a network-based system infrastructure
Demonstrated experience interpreting and implementing federal security and compliance requirements, including NIST 800-171, for controlled, unclassified information
Experience managing staff and/or student workers
Bachelor’s degree in computer science or other related field, or an equivalent combination of education and experience

Demonstrated experience researching, testing, and deploying cloud solutions to improve workflow, communication, and productivity
Experience working with Montana University System and Montana State University policies and procedures, especially those related to information technology
Experience working with federal SBIR programs and data, including processes and tools for evaluating economic impacts of SBIR programs
Leadership experience in a higher education environment, especially leading projects with a diversity of stakeholders
Demonstrated advanced experience with Windows and Linux server operating systems and server hardware; web and database services; troubleshooting information system related issues; and authentication processes and management of users and computers
