The principal function of an employee in this class is to plan, organize, and direct the operations and activities of the City’s Transportation Demand Management program. The work is performed under the supervision and direction of the Transportation Engineer, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with City officials, department personnel, co-workers, advisory boards, consulting engineers, architects and other professionals, developers and contractors, government officials and agencies, and the general public. The principal duties of this class are performed in an office environment.

  • Develops, plans, organizes, and coordinates transportation demand activities;

  • Develops and administers incentive, community outreach, and educational programs;

  • Performs tracking of program effectiveness including multi modal trips, vehicle miles traveled (VMT), and program engagement.

  • Works with City Public Works staff to identify capital plan priorities for projects that reduce single occupant vehicle travel, and

  • Assists in the design and implementation of transportation related capital projects;

  • Provides education about the efforts to and the benefits of reducing single occupant vehicle use;

  • Prepares reports, specifications, drawings, exhibits and necessary documents related to transportation planning projects and programs, including goals, activities, and effectiveness;

  • Compiles and delivers presentations, prepares/distributes educational materials, designs written materials for media publications;

  • Assists in the development and implementation of a trip reduction program designed to meet trip growth targets identified in the City’s Transportation Master Plan;

  • Identifies, collects, and analyzes travel mode data to aid in program development and monitor program outcomes;

  • Develop and maintain an online presence for transportation demand programs;

  • Serves as the staff liaison to appropriate boards and committees;

  • Coordinates with partners on local and regional transportation planning and project implementation to accomplish program goals;

  • Provides project administration for transportation related projects, including administering professional service contracts, managing construction contract documents, contract amendments, and additional work claims;

  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

  • Attends meetings, conferences, workshops and training sessions and reviews publications and audiovisual materials to become and remain current on the principles, practices and new developments in assigned work areas;

  • Responds to citizens’ questions and comments in a courteous and timely manner;

  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

  • Perform other duties consistent with the role and function of this classification.


· Bachelor’s degree in public administration, communication, planning, civil engineering, economics, or related field; and

· Considerable (2-4 years) experience in urban, transportation, or land use planning; or

· Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.


  • Thorough knowledge of transportation demand management issues, concepts and practices;

  • Thorough knowledge of outreach and marketing;

  • Thorough knowledge of the methods used for citizen involvement in projects;

  • Some knowledge of or ability to quickly learn the function of services within the public sector, preferably within a municipal government;

  • Some knowledge of or ability to quickly learn current practices and procedures involved in City service delivery;

  • Some knowledge of or ability to quickly learn the overall functions, duties and responsibilities of assigned Departments/divisions;

  • Ability to deal with a wide range of persons, including situations in which individuals may be upset over some issues involved with City activities and policies;

  • Ability to lead projects to successful completion;

  • Ability to plan and organize work to meet schedules and deadlines;

  • Ability to analyze problems, identify alternative solutions, project the consequences of proposed actions, and implement recommendations accordingly;

  • Ability to make public presentations on complex planning designs and municipal operations and represent the organization in a professional capacity;

  • Ability to communicate effectively with others, both orally and in writing, using both technical and nontechnical language;

  • Ability to understand and follow oral and/or written policies, procedures, and instructions;

  • Ability to prepare and present accurate and reliable reports, budgetary information, and oral presentations;

  • Ability to operate or quickly learn to operate a networked personal computer using standard or customized software applications appropriate to assigned tasks;

  • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;

  • Ability and willingness to quickly learn and utilize new skills and knowledge brought about by rapidly changing information and/or technology;

  • Ingenuity and inventiveness in the performance of assigned tasks.

  • Valid Driver’s License (must obtain a valid Montana Driver’s License within 60 days of employment);
