Job Status: This is a regular status, full time position, Monday-Thursday (36 worked hours/week + 4 paid non-worked hours/week, in alignment with HRDC's Reduced Workweek Policy)

Wages: $28.00/hour

General Summary of Purpose of this Position:

The WX Technician II performs a variety of construction, operational, and administrative duties. The position is primarily field based and works with the Weatherization Team to install weatherization materials on job sites as called for in audits. Responsible for the quality of the weatherization work and participates in any phase of the work as required to meet weatherization completion goals. Performs home energy audits, collects and records home survey data, inspects work performed by various contractors, writes job orders, and enters information into a computerized energy audit. Performs additional duties as required.

Specific Duties and Responsibilities:

This position has the following duties and responsibilities. They are listed starting with the most important. Primary Job Duties and Responsibilities

Weatherization

  • Install weatherization materials on the home utilizing carpentry skills

  • Prepare a well-planned schedule that efficiently discharges assignments with the goal of minimizing unreasonable downtime and delays in completing tasks

  • Ensure necessary materials/tools/equipment are on-site as needed

  • Oversee the prudent use all materials released each day, making sure that all used and unused materials are tallied and returned to inventory, as appropriate

  • Ensure timely completion of the weatherization job

  • Seal ducts, patch and insulate mobile home bellies, blow insulation into attic spaces, insulate crawl spaces/basements, stop air infiltration in the home and any other energy efficiencies required

  • Teaches weatherization team members in the field and makes recommendations to Program Manager for training

  • Assist and conduct interim and final inspections, perform final inspection and diagnostic testing and ensure weatherization materials are installed correctly and expected air flow figures were achieved

    Compliance

  • Ensure necessary materials, tools and equipment are purchased in compliance with HRDC policies and procedures

  • Ensure energy conservation measures in the audit and task list are installed correctly to ensure maximum energy savings and conduct interim and final blower door, caz, pressure pan and other diagnostic tests, prepare paperwork documenting test results, ensure that appropriate, signed documentation and forms are in customer files

  • Troubleshoot technical problems and issues in accordance with program guidelines

  • Track all pending measures in each units that has been assigned on spreadsheets and ensure their timely completion and reporting

  • Assist in ensuring all contractors assigned to the job complete their portion of the weatherization and when performing final field tests will inspect their work

  • Evaluate job site and work-in-progress for compliance with OSHA standards in collaboration with Risk Manager and/or Program Manager

  • Ensure compliance with current applicable building codes, federal and state weatherization manuals and guides

  • Ensure compliance of all program guidelines and HRDC Policies and Procedures. Discuss problematic issues and infractions with Program Manager and take action as directed.

  • Oversee accurate reporting of production, invoicing for materials, and accurate record keeping of crew labor

  • Oversee purchasing of material inventory, equipment, fleet maintenance and maintenance of accurate records

    Energy Audits

  • Attend Energy Auditor Training at the WX Training Center and pass required exams

  • Conduct home energy audits and inspections utilizing basic knowledge of electrical, HVAC and plumbing

  • Assess and record current condition of customer's home and energy conservation needs

  • Utilize energy conservation specific equipment to perform diagnostic tests and make recommendations on energy conservation, health and safety measures to be installed on the customer's home for conserving energy and ensuring a safe and healthy home environment

  • Analyze field data, data entry, draft work orders, and complete necessary paperwork to assign job to contractors

  • Approve energy audits as needed

    Communication

  • Educate customers and third parties about weatherization goals, benefits, lead/other safety practices, work being performed and provide energy conservation information and budget counseling materials/advice to help conserve energy

  • Coordinate with Weatherization Staff to keep up with daily work flow both in office and in field

  • Coordinate with other energy staff and perform other duties to facilitate the smooth operations of the energy programs

  • Communicate effectively and daily with supervisors and co-workers concerning day-to-day operations and schedules

  • Assist with other HRDC energy projects as needed and assigned by the Weatherization Program Manager/Energy Director

    Knowledge Skills and Abilities

    Language Skills:

  • Read, write, and speak basic English sentences

  • Read and comprehend basic instructions and present information to others

    Mathematical/ Money Handling Skills:

  • Ability to draft three dimensional, working drawings of dwellings, wall sections, and portions of the home that show existing and expected final condition after weatherization.

  • Simple math and basic algebra and geometry

    Reasoning Ability :

  • Ability to inspect a home and using visual information and equipment diagnostic information, analyze energy conservation and health and safety needs

  • Ability to assimilate and utilize federal and state guidelines to formulate solutions for needs identified at the energy audit

  • Ability to write clear concise job orders providing instructions so that weatherization contractors correctly install materials to meet the needs identified in the energy audit

    Computer Skills:

  • Words per Minute Computer Keyboard Required: Demonstrate proficiency

  • 10-Key Strokes per Minute Data Entry Required: Demonstrate proficiency

    Specialized Office Equipment:

  • Operate copy machine/scanner to capture text or graphics and save or import them in application program for further use

  • Operate 10-key Adding Machine to add, subtract, divide, or multiple numbers

  • Operate Multi-line phone to place, receive or transfer calls or to retrieve voice mail messages

    Computer Software and Operating Systems:

  • Utilize computer spreadsheet to input, format and edit data and save, print, or transmit data

  • Utilize computer word processing to input, format and edit documents and save, print or transmit documents

  • Utilize computer databases to create data files, input, format, and edit data and save, print, or transmit data

  • Utilize computer internet/e-mail to access, send, retrieve, save, print, or transmit documents or data files

  • Operate personal computer with Windows operating system to start programs, input, format, and edit data files and print or transmit data

  • Utilize proprietary, custom or online programs or databases to input, format, and edit data and save, print, or transmit data. Specify Software: CDS, energy audit software

    Specialized Tools (Non-Computer):

  • Knowledge of carpentry and basic mechanical tools

  • Diagnostic equipment including but not limited to blower door, carbon monoxide detector, electrical meters, infrared scanner, pressure pan, duct blasters, monometer, and various power and hand tools, and various furnace testing equipment

    HRDC, Professional and Governmental Policies and Regulations:

    Drivers Licenses Required for Performing this Position:

  • Montana Class D Driver License

  • Must have personal transportation and appropriate insurance

    Professional Licenses or Certifications Required by Law, Rule or Regulation for Performing this Position:

  • Must complete basic weatherization courses through Montana Weatherization Training Center (or similar approved entity) within 24 months of employment.

    Other Required Knowledge, Skills or Abilities:

  • Working carpentry skills and basic knowledge of HVAC, plumbing, residential electrical, mobile and stick built home construction and current building and mechanical codes

  • Thorough knowledge of home construction, including mobile homes, and mechanical systems

  • Strong interpersonal and communication skills

  • Ability to effectively work and communicate with a wide range of individuals from all socio-economic groups

  • Ability to respond effectively to the most sensitive inquiries or complaints from customers or claimants

    Education and Experience

    Education: The following course(s) of study or class work usually provides the required knowledge skills and abilities to perform the duties of this position:

  • Graduation from high school or GED is required

    Experience: The following kinds of experience usually provide the required knowledge skills and abilities to perform the duties of this position:

  • Minimum of five years direct experience in home rehabilitation demonstrating competency with the building process and building terminology required

  • Field experience with the State of Montana’s weatherization program or other types of energy conservation experience and education preferred

    Judgment Required to Make Decisions:

  • Job duties typically involve frequently changing conditions and problems. Requires considerable judgment in applying weatherization and construction knowledge, practices, methods, diagnostic testing and techniques to complete the energy audit, determine what retrofitting will be performed, and develop the job orders for various contractors enabling them to correctly perform weatherization measures.
