General Statement of Duties / Distinguishing Features of the Class

This position assists senior accounting and budgeting staff in managing and reporting the financial activities of the City-County and manages funds/accounts as assigned.

This accounting position involves the application of professional accounting principles and auditing practices under regulations and practices as outlined in General Accepted Accounting Principles (GAAP) and Generally Accepted Standards Board (GASB). A major function of the position is assisting with the management of the fixed asset and accounts receivable systems for the local government. This position will assist with Accounts Receivable by establishing and reconciling receivables on a monthly basis. The position is also responsible for monitoring fixed asset purchases in compliance with policies, reconciling the accounting system to the fixed asset tracking module, assure documents and fixed asset tags are distributed to departments, informs and assist departments with asset sales and disposals, and prepares the various sections of the comprehensive annual financial report related to fixed assets and receivables. This position will review and reconcile monthly investment statements and file necessary reimbursement requests. This position assists Departments with budget preparation, analysis, and with preparation of budget transfers. The position serves as backup to the accounts payable and payroll departments. The nature of the work requires that an employee in this class establish and maintain close cooperative working relationships with supervisory personnel, department employees, and the public. The work is performed under the general direction of the Manager of Accounting and Grants. This position is a full-time position scheduled for 40 hours per week. The function of the Butte-Silver Bow Government is to serve the citizens of the City of Butte and Silver Bow County

Examples of Essential Work (Illustrative Only)

• Assists with managing the fixed asset system for the city-county; including development of internal controls; compliance of procurement processes; monthly reconciliation; calculating depreciation; and monthly and year-end reporting.

• Assists with coordinating the preparation of City-County Budget

• Assists with the update of the Capital Improvement Plan

• Assists with Accounts Receivable reconciliation and reporting.

• Reconciliation of various departments cash activities; including Civic Center, Detention Center, Ridgewaters, and Golf Course

• Assists with preparation on various reporting requirements for outside Departments

o (Ex: Junk Vehicle Annual Financial Report, Code Enforcement reporting, and 9-1-1 reporting)

• Assists with developing and maintaining processes to monitor budgets, spending practices, purchasing controls, and revenue collections for various Departments

• Assists with interpreting policies and regulations for implementation

• Assists in the preparation of the Annual Comprehensive Financial Report (ACFR) and compliance reporting related to continuing disclosure agreements.

• Cross-trained in accounts payable and payroll functions to assist the departments as needed.

• Assists in the preparation of the independent audit work papers.

• Develops and maintains positive relationships with department heads, elected officials, Chief Executive, and the public.

• Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complies with the Health & Safety Program; maintains work area in a safe and orderly manner; identifies and reports unsafe conditions; reports all accidents; wears required personal protective equipment; and attends safety-related meetings, training sessions, fit testing, etc.

• Performs all duties and work assignments in compliance with project quality requirements.

• Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.

Required Experience, Training, Knowledge, Skills, and Abilities

• Ability to perform a wide variety accounting tasks

• Experience using Word, Excel, Access, and Outlook

• Experience with Enterprise accounting systems

Acceptable Experience and Training

• An Associate’s degree in Business Administration, Accounting, Finance or related field is required; Bachelor’s degree in in Business Administration, Accounting, Finance or related filed is preferred.

• A minimum of 2 years of experience in Financial Reporting, Auditing, Budgeting, or Accounting, or

• Any equivalent combination of experience or training which provides the necessary

knowledge, skills, and abilities to perform the work

Required Special Qualifications

• Must possess a valid driver’s license issued by the State of Montana or the ability to obtain one within a reasonable period of time upon accepting employment.

• Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance:

“2.08.010 Residence during employment.

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.

(Ord. 85 § 1, 1979)”
