Description

General Statement of Duties

Supervisor of the Water Utility Division's administrative office staff. Responsible for monthly billing, collection, credit management, and accounting activities; does related work as required.

Distinguishing Features of the Class

This is highly responsible supervisory and administrative work involving the organization, direction and supervision of the water utility professional and clerical support staff. The work is performed under the general direction and supervision of the Finance & Budget Director, but considerable leeway is granted for the exercise of independent judgement and initiative. This is position is responsible for ensuring that all Water Utility billing is accurate, including the completion of all billing software processes. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with division supervisors, other division employees, Finance & Budget Department staff, and the general public. An employee in this class has frequent public contact, and the work is time sensitive with strict deadlines. Supervision is exercised over the work of employees in the classes of, Credit Specialist, and Customer Service Representatives Clerks II, and Meter Reader positions within the Water Utility Division Administrative Office.

Duties/Responsibilities

Examples of Essential Work (Illustrative Only)

•Plans, organizes, directs and supervises the work of water utility business office functions and employees;

•Responsible for generation of monthly billing including the monthly billing file preparation,

•Balances accounts receivable on a monthly basis

•Responsible for maintaining the utility billing software including updating customer master files for billing and mailing information.

•Responsible for administration of the software database

•Prepares agency billing for mailing

•Responsible for ACH file transfers and posting of information in billing software and posting of credit card payments

•Prepares delinquent billing

•Completes the preparation of Semi-annual bad debt write-offs

•Reconciles and prepares month-end accounting reports

•Prepares audit reports on yearly basis and upon request of management.

•Responsible for rate case implementation and maintain rate tables

•Develops goals, plans and measurements for the identification and evaluation of water utility office needs and services;

•Confers with division heads and other supervisory personnel to discuss, identify and assess water utility office needs;

•Identifies the costs, timing and other key issues involved in the expansion and improvement of the water utility office operations and activities;

•Develops recommendations for expanding and enhancing the overall water utility office operations;

•Participates in the preparation of the division budget and monitors division expenditures;

•Directs, supervises, advises, motivates, counsels, trains and prioritizes and evaluates the work and performance of division personnel;

•Hires and recommends discipline and personnel actions for division personnel;

•Revises policies and procedures to improve efficiency;

•Speaks to customers about problems and resolves difficult customer service situations;

•Oversees proper processing of customer payment receipts;

•Monitors payments and approves water shut offs when necessary;

•Maintains document filing, storage and retrieval systems in accordance with established policies and procedures;

•Maintains computerized information system, including data entry and retrieval;

•Administers departmental policies;

•Prepares division budget estimates and other regular and special reports;

•Supervises the development and maintenance of division costs and other records;

•Requisitions division supplies, materials and equipment as needed;

•Keeps personnel, payroll and operations records and prepares and submits reports to the Finance & Budget Director;

•Attends meetings, conferences and workshops as requested and authorized;

•Performs related work as required.

•Perform all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc.

•Perform all duties and work assignments in compliance with project quality requirements.

•Act responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.

•Perform other duties as assigned.

Qualifications

Required Knowledge, Skills and Abilities

•Thorough knowledge of modem office terminology, practices, procedures and equipment;

•Thorough knowledge of supervisory practices;

•Understanding of internal controls for accounts receivable and billing practices

•Thorough knowledge of maintenance and operations of databases or software

•Good knowledge of financial accounting practices and procedures;

•Good knowledge of English composition and spelling;

•Ability to establish and maintain complex clerical files and records and develop written reports of such information;

•Ability to handle a wide variety and high volume of public contact, complex clerical and administrative details in stressful situations;

•Ability to communicate well with supervisory personnel, employees and the general public;

•Ability to prepare accurate and reliable reports containing findings, conclusions and recommendations;

•Ability to operate a personal computer using standard word processing, spreadsheet and database software applications appropriate to assigned duties;

•Ability to communicate well with others both orally and in writing, using both technical and non-technical language;

•Ability to establish and maintain effective working relationships with other employees, supervisory personnel, homeowners, business owners, and the general public;

•Ability to schedule, direct, supervise, motivate and evaluate the work of others;

•Ability to use logical thought processes to develop solutions according to written specifications and oral instructions;

•Ability to perform a wide variety of supervisory and administrative tasks with accuracy and speed under the pressure of time-sensitive deadlines;

•Ability to quickly learn and use new skills and knowledge brought about by rapidly changing information and technology;

•Ingenuity and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training

•Graduation from a college or university of recognized standing with a bachelor's degree in

•Accounting, Business Administration, or a closely related field; and

•Considerable experience in maintaining and using databases and computer software

•Considerable experience using Microsoft Office products including outlook, excel and word.

•Considerable experience in accounting and business practices; or

•Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

•Possession of a valid Driver's License issued by the State of Montana.

•Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.

"2.08.010 Residence during employment.

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
