General Statement of Duties

The Butte-Silver Bow Family Health Manager is an exempt position overseeing the day-to-day operations in three main areas within the Health Department: WIC, Family Planning and Harm Reduction. Delivering high quality services to the community of Butte-Silver Bow is paramount, as well as ensuring the success of each program.

This position is contingent on grant funding.

Distinguishing Features of the Class

This position reports to the Health Officer of the Butte-Silver Bow Health Department.

The Family Health Manager position provides general supervision and a professional, ongoing analysis of three of the department’s programs, structure, policies, procedures, and systems. This position is a general oversight of these programs and not meant to be a replacement for the expertise and skill set that is required for day-to-day activities. The ability to represent the department, serving as lead on projects and serving on regional and multi-agency committees is extremely important. This position requires a strong passion for public health and serving the population of Butte-Silver Bow.

Duties/Responsibilities

Essential Job Functions

• Supervises and manages three main programs within the Health Department: WIC, Harm Reduction and Family Planning.

• Serves on regional and multi-agency committees involved in assessment and planning.

• Participates on various committees and other user groups involved in public health planning.

• Provides planning, direction and project management for projects, activities, and events.

• Acts as primary liaison to resolve various department matters.

• Facilitate the conduct of assessments.

• Facilitate internal and external work groups.

• Knowledge of Title X funding

• The ability to build strong partnerships that will help build harm reduction services in Butte-Silver Bow.

• The ability to delegate work and projects to staff.

• Work with staff to refine, update and develop documents, processes and practices consistent with accreditation standards and measures.

• Coordinates new staff onboarding.

• Assists with departmental budget.

• Performs other duties as assigned.

  2. Strong verbal and writing skills, also detailed oriented.

  3. Proficient in Microsoft Office (Word, Excel, Outlook, and PowerPoint)

  5. Responds with flexibility to changing needs.

  6. Manages multiple tasks and deadlines.

  7. Adhere to the Health Department of Code of Conduct

Working Conditions While Performing Essential Functions

• Work performed in the community is sometimes subject to conditions that range from inclement weather to dangerous conditions, such as snow/ice, cold, heat, noise, wetness/humidity, vibration, sudden temperature changes, and poor illumination at the job site or due to travel on the job.

• Travel to and from locations may subject worker to increased risk of driving hazards. Community locations may subject worker to communicable diseases, insects and other disease vectors, toxins, hazardous materials, chemicals and animals.

• In all settings, employees in this classification may occasionally need to relate to members of the public who exhibit challenging, atypical or hostile behaviors and/or communication.

• Visual ability must be sufficient enough to read typewritten documents and computer screens and operate a vehicle.

Qualifications

Acceptable Education, Experience and Training

• Bachelor’s degree in business, health care or public health, OR

• Bachelor’s degree and two years of related experience

• 3 years of supervisor or management experience

• Experience with overseeing budgets

Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

• Valid Montana driver’s license, a current certificate of vehicle insurance, and access to reliable transportation to all assigned work locations.

• Must be a resident of Butte-Silver Bow during employment, according to Butte-Silver Bow Ordinance. See below.

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
