Description

General Statement of Duties

Responsible for planning, organizing, directing, housing related programs for the City-County of Butte-Silver Bow. This role will include conception and development, ongoing execution, resource management, financial management, and both internal and external regulatory compliance of all activities of housing development and reports directly to the Community Development Director.

Distinguishing Features of the Class

This is highly responsible and difficult administrative and technical work involving the implementation and coordination of housing projects and related operations and activities within the City-County based on the goals and objectives of the Butte-Silver Bow 2023 Housing Plan. The work is performed under the general direction and supervision of the City-County Community Development Director. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with the City-County Community Development Director, Affordable Housing Committee, members of the City-County Council of Commissioners, City-County Department Heads, community housing development programs, public and private sector officials, potential community investors, real estate developers, contractors, architects, engineers, contracted consultants, other City personnel and the general public. The employee also works on general community and economic development efforts.

Duties/Responsibilities

Examples of Essential Work (Illustrative Only)

•Develops, implements, and administers the City-County's affordable housing program to achieve community housing goals;

•Manages relationships with community partners in the non-profit, public, and private sectors;

•Develops and implements public education and information activities including workshops, newsletters, and public presentations;

•Evaluates and implements established public policy related to affordable housing and makes recommendations for improving the public process;

•Identifies and executes needed studies to enable informed decisions about the affordable housing program and the implementation and administration of changes;

•Assists with urban renewal projects as they relate to community housing to support the creation of additional affordable housing units;

•Tracks and maps all affordable housing units and projects in the City-County and the region;

•Manages databases, including data entry, evaluation, and reporting of all federal housing and community development contracts;

•Develops compliance procedures for local housing projects/funds;

•Communicates with the public using websites, social media, printed materials, and other outreach tools;

•Researches grant funding opportunities and assists with grant writing proposals to enhance affordable housing resources, implements grants as assigned;

•Provides information, data, and technical assistance to supervisor, businesses, staff, citizens, and the community;

•Prepares program proposals, web content, analyses, publications, visual aids, displays, newsletters, and activity progress reports;

•Administers consultant contracts, including preparing Request for Proposal and Scope of Work documents, participating in consultant selection, overseeing contract compliance and payments;

•Develops and implements strategic plans for housing resources, including the Housing Strategic Plan, and Comprehensive Plan;

•Serves as staff liaison for advisory boards as assigned;

•Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

•Attends meetings, conferences, workshops, and training sessions and reviews publications and audiovisual materials to become and remain current on the principles, practices, and new developments in assigned work areas;

•Responds to citizens' questions and comments in a courteous and timely manner;

•Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

•Performs other duties consistent with the role and function of this classification.

Qualifications

Required Knowledge, Skills and Abilities

•Knowledge of the theory, principles and practices of community and economic development, planning, and project management;

•Ability to understand the demographics of the City-County and surrounding region;

•Ability to understand of available real estate, transportation, education, health, public safety, public utility and social services resources in the City-County and surrounding region;

•Comprehensive knowledge of local, state, federal and private housing development funding sources, including grants, venture capital sources and processes, including tax increment financing as practiced in the State of Montana;

•Comprehensive knowledge of effective housing development operations;

•Thorough knowledge of relevant City-County ordinances and regulations;

•Thorough knowledge of City-County planning and zoning activities and relevant ordinances and regulations;

•Thorough knowledge of the financial condition and markets of existing businesses and industries within the City-County and surrounding area;

•Ability to prepare accurate and reliable reports containing findings, conclusions and recommendations;

•Ability to operate a personal computer using standard word processing, spreadsheet and database applications appropriate to assigned duties;

•Ability to communicate well with others both orally and in writing, using both technical and non-technical language;

•Ability to establish and maintain effective working relationships with other City-County employees, supervisory personnel, potential community investors, developers and state and federal officials;

•Ability to train, assign, schedule, motivate, and evaluate the work of others;

•Ability to use logical thought processes to develop solutions according to written specifications and oral instructions;

•Ability to perform a wide variety of difficult technical tasks with accuracy and speed under the pressure of time-sensitive deadlines;

•Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information;

•Ingenuity and inventiveness in the performance of assigned tasks.

•Ability to understand of City-County, Council of Commissioner processes and procedures.

•Ability to understand legal contracts, leases agreements, construction agreements, easements, and deeds.

•Ability to understand Geographic Information System mapping programs and the ability to coordinate the creation of new maps at the City-County Geographic Information System Office.

Acceptable Experience and Training

•Graduation from a college or university of recognized standing with a bachelor's degree in Business Administration, Public Administration, Planning or closely related field; and

•Experience in housing, economic development and/or community development activities, preferably with a city or county government; or

•Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

•Must possess a valid driver’s license issued by the State of Montana or the ability to obtain one within a reasonable period upon accepting employment.

•Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance:

“2.08.010 Residence during employment.

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 § 1, 1979)”
