State of Montana Safety Manager in Butte, Montana

Job Overview: */ /The Safety Manager develops and implements safety programs, and develops and conducts training for facility employees in all facets of functional facility and work safety practices; oversees maintenance staff; assists with supply and billing tasks; and coordinates with the facility leaser regarding all necessary property management issues. *Major Duties or Responsibilities: 1. Safety Officer * Develops and implements Emergency and Disaster Plans in accordance with state and nationwide regulations. Evaluates staff performance during disaster and emergency drills and identifies any deficiencies that need addressed.// * Develops processes and conducts quarterly fire and emergency and diaster response drills according to licensing requirements and maintains necessary documentation. * Develops processes and conducts safety/sanitation/maintenance inspections of each building, develops and maintains said tracking data, and provides recommendations for corrective action plans. * Develops and conducts employee orientation trainings and ongoing annual trainings in accordance with the DPHHS Training Department for all identified safety curriculum. * Develops Standard Operating Procedures (SOP) and policies as necessary and conducts annual reviews for licensing requirements and quality assurance complaince. Develops review processes and maintains necessary documentation for entire facility. * Prepares written responses to correct deficiencies cited as a result of inspections by regulatory agencies; develops and implements activities to correct safety deficiencies. * Directs the Facility Loss Control, Risk Management and Safety Program(s) to reduce occupational injuries, legal risk, and other associated costs using knowledge of life safety codes, National Fire Protection Agency (NFPA), Occupational Safety Health Act (OSHA). * Updates and maintains the Incident Report database to track injuries of patients, staff, and visitors. Communicates said incidents with management team within 24 hours of incident or next business day. * Facilitates quareterly QAPI Meeting. * Acts as a liaison to city, county, inter-agency, and state emergency response personnel. * Conducts self as a member of management and serves as the direct supervisor for the maintenance and medical records staff. This includes but is not limited to completing annual performance reviews and collaborating with the management team and DPHHS HR on performance planning and diciplinary actions. 1. Facility Maintenance * Conducts regular inspections of facility buildings and facility grounds and submits deficiencies to leasers’ maintenance department for repair. * Coordinate with leasers’ Maintenance Department Supervisor for any projects or repairs; advises staff of any disruption of service that may occur. * Participates in planning for facilty operations and participates with facility contract meetings. * Schedules vehicle maintenance, performs regular vehicle inspections and upkeep, and updates the vehicle maintenance log. * Periodically inspects all areas of the facility to evaluate compliance with proper custodial procedures. 1. Property Officer * Receives and inspects incoming equipment and furniture to verify condition and quantity are accurate by matching invoices with purchase orders. * Coordinates and move property items from one location to another and completing all required paperwork to guarantee items can be tracked on inventory monitoring system.// * Maintains an up-to-date record of supplies and equipment on computerized inventory system by entering correct data to effectively track items.// * Coordinates arranagements with vendors to pick up and repair or service faulty items.// * Submits PAMS forms for excess or outdated surplus equipment to Property & Supply Bureau, thereby allowing items to be removed from inventory list.// * Compiles and recommends equipment needs list for biannual budget request allowing for replacement of unusable items and purchase of new or replacement items.// * Manages annual inventory of property by: conducting a physical inventory of property items; identify information to locate and track assigned supplies and equipment; assign property ID tag to equipment as required.// * Verifies and provides up-to-date, accurate information to DPHHS Property Manager on capital assets of $5,000.00 or greater, computer and electronic equipment assigned to our location by performing physical inventory. Providing accurate tracking of assets to allocate adjustments and reconciliation of records.// 1. Purchasing, Billing, & Work Compensation Functions * Solicits estimates for supplies, equipment and materials from various vendors and creates purchase orders for management approval. * Handles purchase disputes regarding shortages, incorrect shipments, invoicing and other issues and maintains records of all transactions. * Coordinates with management regarding special order requests and fills as necessary. * All credit card purchases are preapproved by Fiscal Manager or designee * All receipts of credit cards go to Fiscal Officer * Reconciles SABHRS system with receipts. * Enters all payment vouchers to be approved by Fiscal Manager * Prepares and submits Workers Compensation claims to the Montana State Fund. * Conducts investigations and provides recommendations for action regarding identified safety issues. * Complies relevant data regarding industrial injury claims. * Presents information to management regarding safety issues and/or claims. 1. Other Duties * Transports patients to various locations as requested by management. * Transports supplies and equipment to various locations as requested by management. * Any other duties as assigned. Physical and Environmental Demands:Must be able to perform physical labor, stand and walk entire shift, and lift and carry up to 50 pounds. There is a potential exposure to hazardous chemicals, fumes, dirt and dust; potential risk exposure to blood and body fluids, air borne dieases, HIV, Hepatitis, and Tuberculosis. Must be able to work around patients with criminal backgrounds and mental disorders; assist personnel with de-escalating patients when required. Knowledge, Skills and Abilities (Behaviors): Required for the first day of work: * Knowledge of OSHA regulations. * Knowledge of HIPAA and CFR42 regulations. * Knowledge of Fire and Building Codes and safety guidelines. * Knowledge of hazardous waste and infection control procedures including handling hazardous chemicals. * Knowledge of building maintenance and inspection guidelines. * Knowledge of State of Montana statues and regulations related to facility safety. * Knowledge of emergency response procedures and experience with plan development and implantation. * Knowledge of investigative techniques related to security and safety procedures. * Knowledge of workers’ compensation laws, policies, and procedures. * Effective oral and written communication skills. * Ability to write facility policy and procedure in accordance with DPHHS policy, state regulations and licensure requirements. * Ability to coordinate and present training. * Ablity to work cooperatively and protect patients’ rights and confidentiality. * Ability to operate a personal computer and general office equipment as necessary to complete the essential functions, including using spreadsheet, word processing, database, email, internet and other computer programs. Minimum Qualifications (Education and Experience): * Bachelor’s degree in occupational safety & health, fire science, emergency management, or related field preferred. * Three year experience with occupational safety and building maintenance preferred. * Other equivalent combinations of related education and experience may be considered on a case-by-case basis.
