It is the responsibility of the Business Manager to ensure that the District’s financial, student, and personnel records are maintained in a confidential and professional manner. Performance Responsibilities The primary duties of the business manager are specified in North Dakota law.· Hold all books and records of the district and deliver them to the business manager’s successor in office (NDCC 15.1-07-21)· Authorize the preparation of all negotiable instruments as directed by the board (NDCC 15.1-07-21)· Perform all duties required by law (NDCC 15.1-07-21)· Keep true and accurate district financial records (NDCC 15.1-07-21)· Produce all district financial records when directed to do so by the board (NDCC 15.1-07-21)· Maintain custody of all district moneys coming into his/her hands (NDCC 15.1-07-21 and 24)· Pay out district moneys under the business manager’s control as directed by the board (NDCC 15.1-07-21)· Assure that the district receives optimal fiscal entitlement from county, state, and federal resources· Comply with internal audit procedures, schedule external audit, and respond to audit recommendations· Establish procedures and comply with financial record keeping and security of such records· Maintain bond and note register· Maintain a filing system for requisitions, vouchers, and accounts of the district.· Prepare, distribute, and file all reports and contracts requiring business manager signature and/or assigned to business manager by the Board· Keep a general account of the district's receipts and expenditures and itemized accounts for each class of receipts and expenditures, unless otherwise directed by the superintendent of public instruction (NDCC 15.1-07-24)· Provide financial information for budget preparation and file the budget and mill levy certification. Manage district budget throughout fiscal year.· Oversee accounts payable and accounts receivable.· Receive and maintain custody of all moneys to which the District or the Board is entitled (NDCC 15.1-07-21)· Manage the district business computer operations (financial, personnel, inventory, etc.)· Sort and file correspondence, records, and reports in the filing system and supply information from files upon request.· Maintain an accounting manual of district funds, prepare report forms, and disseminate information as required· Analyze and review data for annual reports, prepare and check final reports concerning the district and assemble them for distribution to the proper authorities.· Complete and submit various state reports (CTE reimbursement, Enrollment, Title reimbursement, Employee Compensation Report, etc.)· Prepare and code reports on the status of finances of the district as required.· Verify district compliance with all applicable state and federal laws associated with payroll and financial programs.Other DutiesAssisting School Boards· Prepare and distribute to board members all necessary financial reports (NDCC 15.1-07-21) at least three days prior to the monthly board meeting· Furnish to the school board a bond in an amount to be fixed by the school board and equal to at least twenty-five percent of the maximum amount of money subject to the business manager's control at any one time. The bond must be conditioned for the faithful discharge of the business manager's duties, including the maintenance of accurate financial records and the safekeeping and deliverance of all school district property and funds that come into the business manager's control (NDCC 15.1-07-23)· Advise on financial and budgetary matters before the Board· District Homeless Liaison· Assist board with all purchases requiring formal bidding· Keep a true and accurate record of all school board proceedings (NDCC 15.1-07-21) and be responsible for the publication of such information.· Supervise, organize, and coordinate all school elections.· Prepare and submit an annual financial report to the board and the county superintendent of schools. (NDCC 15.1-07-21)Risk Management· Determine insurable values of buildings and contents· File loss claims and accident reports· Maintain inventory of district equipment; update as needed· Recommend insurance policies for casualty, liability, fidelity, and school indemnity· Respond to claims against the schoolPersonnel Management· Administer all employee benefits policies/programs and make recommendations to Board regarding changes to these policies/programs· Prepare, process, and maintain payroll statements as well as monthly and quarterly payroll reports (Unemployment, State and Federal withholding, TFFR, etc.)· Maintain permanent records of district employees and maintain personnel files following law and district record retention schedule· Maintain records of all personnel leaves· Provide information on working conditions, benefits, policy, and procedures· Provide resource data for negotiations· Process Workforce Safety and Insurance (WSI) claims and payments· Distribute W2s and file electronically with state and federal authorities.· Provide for in-service training on benefits· Process unemployment claims and paymentsMiscellaneous· Build a positive rapport with patrons· Update daily announcements· Edit monthly newsletter· Compute district enrollment projections· Schedule teachers’ and students’ classes in PowerSchool.· Exhibit professionalism, including accountability, honesty, tactfulness, and courtesy· Keep abreast of financial and business trends· Attends training related to Business Manager tasks and functions.· Attends Business Manager association functions.· Prepares and submits purchase orders and verifies that merchandise is as ordered upon delivery.· Maintain appropriate rapport with board, administration, staff, students, and visitors· Maintains record on open enrollments, out-of-district students, and tuition students· Respond to open records requests· Comply with district policies applicable to position· Perform other duties as assignedHUMAN RELATIONS SKILLS:· Maintain a positive attitude and style that contributes to the overall public relations of the District.· Able to be flexible and work with interruptions in a positive manner and in an environment with a number of staff, students, and parents/guardians often present.· Able to maintain self-control under stressful situations and workload pressures without exhibiting negative behaviors (e.g., loss of temper, rudeness, use of foul language, etc.).· Able to use logical reasoning principles to arrive at solutions to work-related problems for which no established procedures exist.Monthly/Quarterly Payroll Reports (Prepare and submit)1.
