Summary This position is located within the Chief of Staff's Comprehensive Pain and Wellness program. This includes Physical Medicine and Rehabilitation Services: Occupational Therapy, Physical Therapy, Audiology, Speech Language Pathology, Recreation Therapy, Chiropractic, and Physiatry. He/She is responsible for managing all operational aspects of Comprehensive Pain and Wellness including budget & control points, space planning, property management, supply, data reports and administration management. Responsibilities Extensive knowledge and understanding of management principles, practices, methods, and techniques, and skill in integrating management services within the management of the Service, sufficient to: analyze financial needs and make related recommendations; projecting staffing needs, developing job analyses, preparing performance appraisals; coordinating internal review systems to ensure that PM&R activities are in compliance with agency and regulatory requirements. Knowledge of Federal and VA contracting laws, regulations, policies, and procedures. Knowledge of credentialing and scope of practice processes related to administrative assignments. Knowledge of personnel and Human Resources related laws, regulations, policies, and procedures and skill to act as a reviewing authority in coordination with the Human Resources Management Service (HRMS) concerning personnel related matters (e.g. disciplinary actions, responses to appeals and grievances, staffing activities, position classification activities, etc.). Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Service operations and administrative support functions. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the Service and the ability to resolve problems related to issues of organizational efficiency and effectiveness. Ability to analyze problems and present written and oral recommendations for resolving them, taking into full consideration the wide range of factors and requirements which affect management of the Medical Center. Knowledge of, and skill in the use of, a wide variety of commercially available and VA specific software applications, such as Word, Excel, Power Point, Outlook, Access, and VHA databases (e.g., EHR, DRM, VSSC, etc.) to extract and organize data, produce letters and memoranda, and to prepare a variety of specific working documents and forms (e.g. spreadsheets, databases, word processing documents, desktop publishing documents, graphics, and other similar products). Ability to initial troubleshooting procedures in response to hardware or software problems. Ability to adjust to changes in policies, work pressures and deadlines without undue stress. Ability to lead or participate in interdisciplinary team development and task accomplishments. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Service operations and administrative support functions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. GS-11 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-9 for the GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: use of advanced management and organizational principles and practices, both qualitative and quantitative, for analyzing and measuring the effectiveness, efficiency, and productivity of administrative, technical and clinical programs, with comprehensive knowledge of mission, organization, and work processes of healthcare delivery systems and operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level.
