Summary This position serves as the Supervisory Medical Administrative Specialist in the Office of the Chief, Health Administration Service (HAS). The incumbent has both the authority and responsibility to represent both the Medical Center Director and the Chief, HAS on all administrative matters occurring when assigned to other than a normal tour of duty and has the responsibility to exercise the Medical Center Director's prerogative in medical administrative matters and issues that may arise. Responsibilities Major duties and responsibilities include, but are not limited to: Performs for administrative matters as the MOD does for clinical matters, working as a team to carry out top management responsibilities during other than regular working hours. Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD) and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours. Delegated authority to act on behalf of the Director to initiate actions dealing with any disaster situation, in accordance with medical center-wide disaster plan. Responds to emergencies, determines priorities and nature of action to be taken; authorizes services, supplies, and personnel; notifies authorities as situation dictates. Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOA's), homicides, code blue, cost recovery matters, and facility or community disasters, etc. Directly intervenes when problem regarding patient activity occurs, advising clinical staff of appropriate administrative action. Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home, dental, domiciliary, Community Care (outside VA), and outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel. Acts as an advisory resource to all personnel assigned to other than normal tours of duty, such as medical clerks, telephone operators, file room personnel, admitting and clinic clerks and Contact Representatives. Making decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel, or by contractors Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives, VA Central Office, Congressional offices, military personnel, private physicians, media, and the general public. Has the authority to administratively approve and coordinate tests and procedures which cannot be done at the VA medical center. Can locate available resources and authorize VA payment of services at community hospitals or resolves in accordance with established sharing arrangements. Has the authority to coordinate patient referrals and transfers to and from the medical center from VA and non-VA medical facilities, including the necessary transportation arrangements. Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank; Conducts analytical studies on operational processes, issue topics, or related special projects as assigned. Assuring reasonable equity (among units, groups, teams, projects, etc.) of performance standards and rating techniques developed by subordinates or assuring comparable equity in the assessment by subordinates of the adequacy of contractor capabilities or of contractor completed work. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide range of administrative concepts, principals, and practices such as Bed Management, BMS, Beneficiary Travel Service Portal for claims management, ECAMs for ambulance and special mode claims, VES for Eligibility Enrollment and registration, Open Encounters management, Emergency management and incident command, and Public Affairs media management. Knowledge of overall Facility and Health Care System's objectives, goals, decisions, and policies. Knowledge of general principles of management and of the practices, techniques, and objectives of supervision. General knowledge of Federal and department personnel management policies and practices. Basic knowledge of medical center organization, functions, specialties, and programs, i.e., Social Work, Nursing, Laboratory, Radiology, etc. Knowledge of medical resources in surrounding community. Knowledge of medical and technical terminology. Knowledge of scheduling policies and Community Care Eligibilities. This wide range of knowledge is gained through experience, thorough required trainings, extended study, and inherent skill in the incumbent to apply this knowledge to difficult and complex work assignments while authorized with responsibility to act for Director after normal hours related to administrative decisions during non-business hours by maintaining the operations of all administrative activities such as: Administratively assisting the Admitting, Medical and Surgical Officers of the Day, determining eligibility and enrolling Veterans in VA health care, receiving and safeguarding patients' funds, valuables, and personal effects, administrative processing of patients' deaths occurring in the VA medical facility, assisting the VA medical facility staff in obtaining telephonic consent from next-of-kin and arranging autopsies, investigating all problems and incidents during other than regular business hours, coordinating all inquiries received by the VA medical facility during other than regular business hours with the appropriate personnel, serving as the administrative authority during other than regular business hours on all issues involving the enrollment and eligibility determination process. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education related to the work of the position as outlined above that meets the requirements of the position.
