CITY OF GLENDIVE Director of Finance in GLENDIVE, Montana

GENERAL PURPOSE:

Performs a variety of complex supervisory, professional, administrative and technical accounting and finance functions in maintaining the accounting and payroll systems of the City. Performs a variety of administrative, technical and professional work with the personnel systems of the City including labor relations, compensation, and discipline. Performs work in current and long-range planning of infrastructure, land use, and related municipal plans and policies.

PREFERRED MINIMUM QUALIFICATIONS:

Education and Experience:

Graduation from an accredited four-year college or university with a degree in Accounting, or finance, CPA preferred, and five (5) years of progressively responsible municipal finance work. Any equivalent combination of education and progressively responsible experience.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

  • Considerable knowledge of modem governmental accounting theory, principles, and practices; considerable knowledge of internal control procedures and management information systems; considerable knowledge of office automation and computerized financial applications; considerable knowledge of public finance and fiscal planning; considerable knowledge of payroll and accounts payable functions; working knowledge of budgetary, accounting and reporting systems; Working knowledge of Human Resources including modem policies and practices of personnel administration, compensation and benefits, labor relations, and collective bargaining. Working knowledge of policies and practices of risk management. Ability to gain knowledge of land use planning and zoning regulations.
  • Skill in preparing and administering municipal budgets; skill in planning, directing and administering munic programs
  • Ability to prepare and analyze complex financial reports; ability to maintain efficient and effective financial systems and procedures; ability to effectively supervise staff; ability to establish and maintain effective working relationships with employees, city officials; ability to communicate effective orally and in
  • Ability to carry out assigned projects to their completion; ability write and administer grants and loans; ability to efficiently and effectively administer construction projects.
  • Ability to accurately record and maintain records; Ability to establish and maintain effective working relationships with employees, other departments, officials and the public; Ability to communicate effectively with contractors, engineers, architects, supervisors, employees and the general public.
  • Skill in operating the listed tools and equipment.

SPECIAL REQUIREMENTS:

  • Must be bondable
  • Valid State Driver's License, or ability to obtain one.

TOOLS AND EQUIPMENT USED:

Requires frequent use of personal computer, including word processing and spreadsheet programs, functional accounting and payroll software; calculator, telephone, copy machine and fax machine.
