PURPOSE AND ROLE:
The role is responsible for supporting the refinery with environmental permitting to meet Federal, State, and local laws and regulations. The Environmental Air Specialist is an environmental professional for onsite compliance programs in the refinery. The air specialist will work closely with operations, maintenance, inspection, and engineering functions to clearly manage and execute requirements and work practices. This position will manage existing environmental management systems in the facility related to operational and maintenance programs as well as targeted opportunities for improvement.
JOB DUTIES AND RESPONSIBILITIES:
Air permit applications and renewal processes as needed
Advise the facility on potential air permitting actions
Emission calculations for regulatory reporting, business review, and incident review
LDAR Coordinator lead staff member
Regulatory reporting as assigned for federal and state requirements
Support regulatory information requests and inspections as needed
Provide guidance, training, and technical support to operations, and maintenance personnel
Oversite for air quality programs as needed
Develop training systems and content as needed
Become a field team member of the spill response team
Incident investigations participate and corrective action owner for environmental
Participate in PHAs for HSE as needed
Approval for Management of Change and other risk assessments
On call duties for weekends and holidays as assigned
Backup for Stack Testing Program, CEMs, and compliance programs
Additional duties as assigned
Bachelor's degree required
Degree in Chemical engineering preferred or
Related technical field with demonstrated knowledge and at least 5 years of air quality environmental experience in a refinery/petrochemical/chemical industry will be considered.
Prior knowledge with federal air quality regulations for permitting (PSD, Title V, NSPS, and local requirements)
Preferred knowledge of unit operations and issues
Preferred experience with NSPS GGG/GGGa, QQQ, J&Ja, and Kb
Preferred experience with NESHAPS BWON, MACT CC, ZZZZ, and DDDDD
EXPERIENCE & SKILLS:
Air compliance and permitting experience at a large industrial manufacturing facility with a refinery experience preferred.
Knowledge of latest federal requirements and awareness of EPA enforcement initiatives as relating to oil refineries.
Ability to understand process unit operations
Demonstrated critical thinking & entrepreneurial skillsets in problem solving
Must have a good understanding of computers including Microsoft Word, Excel, PowerPoint, Outlook and Internet functionality
Must have excellent written and oral communication skills
