About this Opportunity The Office of the Montana State Auditor, Commissioner of Securities and Insurance (CSI) is a criminal justice agency whose primary mission is to protect Montana's consumers through insurance and securities regulation. The Central Services Division (CSD) is responsible for the administrative, personnel, budgeting, and accounting functions for the agency. This includes accounting, budgeting, payroll, cash management, financial reporting, purchasing, and inventory control for the agency. The Commissioner of Securities and Insurance, Montana State Auditor’s Office, is seeking applicants for the position of Accountant 3 in the Central Services Division. This position reports directly to the Central Services Chief Financial Officer. The Accountant 3 is responsible for a variety of agency wide financial and management processes including accounting and budgeting; purchasing, contracts and supplies; records management; asset reporting; and establishing, maintaining, testing, and monitoring internal control (IC) processes. The Accountant 3 directs and answers questions from agency employees, bureau chiefs, administrators, and the Commissioner on purchasing policies ensuring compliance with the delegated purchasing agreement and state purchasing policies; coordinates asset management inventories, reporting, and reconciliations; prepares adjusting entries in the Statewide Accounting, Budgeting, and Human Resource System (SABHRS) to accounts receivable, accounts payable, general ledger, and budgets; reviews and approves payroll; enters asset information into the Risk Management and Tort Defense insurance database; and ensures agency compliance with state records management laws and policies. What are we looking for? The Accountant 3 serves as an agency authority in technical accounting issues and is responsible for ensuring consistency, efficiency, and overall quality of accounting and fiscal records. The successful candidate should exhibit the following knowledge, skills, and abilities: * Knowledge of Generally Accepted Account Principles (GAAP) as it relates to governmental entities, governmental auditing practices and principles, the State’s accounting and financial reporting policies and procedures, and related statutory and federal requirements. * Ability to interpret laws and regulations relating to internal operations and procedures. * Ability to research, analyze and interpret complex accounting, auditing, budgetary, and financial data. * Knowledge of state government contracting and budgeting. * Ability to mentor coworkers on work assignments and foster proactive delivery of information and coordination of efforts. * Ability to plan, organize, schedule, manage, and direct multiple projects. * Ability to develop constructive and cooperative working relationships with others, maintaining them over time. * Ability to establish and maintain effective working relationships with staff, state officials, vendors, and consumers. * Ability to proficiently apply accounting and financial concepts. * Attention to detail is essential. * Ability to communicate effectively and collaborate with others. _Minimum Qualifications (Education and Experience):_ * A Bachelor’s Degree in Accounting, Business or Public Administration, or other related field with a concentration in accounting. * Three to four years of increasingly responsible professional accounting experience, including governmental accounting. * SABHRS and IBARS experience is strongly preferred. * Designation as a Certified Public Accountant (CPA) is desirable.
