State of Montana Accountant in Helena, Montana

The Department of Military Affairs is seeking an Accountant who has exceptional multitasking abilities and strong attention to detail. This position has the opportunity to telework, however, applicants should expect to be located in or around the Helena, MT area and able to work in the office located at Fort Harrison, MT 60%-100% of the time. Specific telework conditions will be outlined as part of the job offer and must adhere to state policy. This position is expected to prepare financial records in accordance with GAAP, state, statutory and federal requirements, and the State of Montana’s accounting policies, including: Accounting/Budget/Federal Draws/Reimbursements: * * Federal revenue draws – requesting reimbursement, annual average of $35 million, for federal Disaster, Emergency Management, Homeland Security, Hazard Mitigation, and Disaster Recovery grants. * National Guard Bureau Federal biweekly reimbursement requests and annual reporting for Army and Air National Guard Programs, annual average of $45 million. * Allocating the revenue in SABHRS – once federal draw revenue or federal National Guard revenue is received, allocate the revenue in SABHRS to the correct fund, org, and project. * Will work with the following funding types: general fund, state special revenue, federal funds, non-budgeted, and capital project (construction) funds. * Maintain proper documentation and backup for all financial transactions to provide to state and federal auditors as needed. * Monitor and reconcile agency balance sheet accounts including cash balances, open items (accruals), unusual account balances, and construction retainage balances. * Maintain, manage, and monitor federal and National Guard tracking spreadsheets to forecast expenditures against grant award budget and state spending authority to determine if adjustments to the budget is needed. *Analysis/Reconciliation/Financial Reporting: * * Fund reconciliations (cash, revenue, expenditures) – reconcile every fund (state special revenue funds, federal funds, capital project funds, and non-budgeted funds) each month to ensure accurate coding of revenue and expenditures. Completing correcting journals if discrepancies or errors are found. * Compile Federal Financial Reports (FFRs) – reconcile revenue and expenditures and report quarterly and annually to the federal government entities on Disaster, Emergency Management, Homeland Security, Hazard Mitigation, and Disaster Recovery grants. * Provide monthly updates to program staff to ensure data is correct. These meetings will consist of discussing the federal award budget, posted and projected expenditures, and state spending authority to ensure programs are capturing the full picture of each fund in the program. * Reconcile and report on all funds each month and discuss status and/or any discrepancies with the CFO. *Process/Procedures: * * Create and maintain accounting procedures for the Director’s Office. Applicable procedures will be implemented across the agency. * Analyze accounting and budgeting functions to continually improve the agency internal controls and operations. *Qualifications: * * Bachelor’s degree in accounting; * Two (2) years of accounting experience; * Experience in governmental accounting is preferred; * Other combinations of education or experience may be submitted. *Minimum Physical/Mental Requirements: * * May need to work at a computer daily for 8 or more hours at a time; * Fluctuation in workload may require more than a 40-hour workweek; *The following documents must be submitted to be considered for this position (be sure to mark your attachments as relevant): * Cover Letter * * *Resume * * *State of Montana Application Title: Accountant * Location: *Helena Requisition ID: 24141636
