Merck Associate Director, U.S. Oncology Policy & Market Access (REMOTE) in Helena, Montana

The Organized Customer Access and Reimbursement (OCAR) team serves a critical function within the U.S. Oncology Customer Business Line (CBL) to drive the value of our oncology therapies with payers and other organized customers to ensure and optimize patient access. As the U.S. market access environment is constantly evolving, the impact of public policy on our Company's U.S. Oncology business is substantial. Much of the success of the business depends on the ability to anticipate changes in the environment, prepare strategies to address potential changes in the market and support the U.S. Policy team in Washington, DC in shaping the public policy environment.
The Associate Director, U.S. Oncology Policy and Market Access will be a key member of the Organized Customer Access & Reimbursement (OCAR) team, reporting to the Director of Policy and Market Access. This role will work on behalf of the U.S. Oncology Customer Business Line (CBL) to help identify and assess policy proposals that impact our Company’s oncology portfolio, with specific focus on evaluating implications for customer access and developing and recommending strategies to mitigate risks for access. This role will also support long term strategy and other projects to support the market access function.
Specific responsibilities include:
Develop policy scenarios that have potential implications for U.S. oncology portfolio. Provide recommendations on Customer Business Line strategies and tactics to mitigate abovementioned scenarios, and communicate the impact to the leadership and across the portfolio. Socialize recommendations as appropriate, incorporating feedback from internal partners.
Work with the DC Policy team to anticipate and interpret policy changes and in turn, to provide input to the team on policy shaping efforts (e.g., public comment letters). Similarly, collaborate with State Government Affairs team to monitor potential impacts on U.S. Oncology portfolio happening within the states and provide input to team on implications of state policy changes on oncology business.
Serve as internal expert on proposed and final policies implicating our Company’s oncology portfolio & organized customers, working with DC Policy team to educate Customer Business Line as appropriate.
Represent U.S. Oncology in providing input into relevant Enterprise cross-functional initiatives related to pricing, affordability and access, as well as other long term strategic initiatives.
Lead/coordinate qualitative and quantitative research projects to assess impact of policy proposals on oncology portfolio, as well utilizing Medicare data files to inform business questions and mitigation approaches.
Contribute to the overall team objectives and key priorities.
Work across functional areas within our Company, including our federal and state policy teams, GMAx, global access, compliance, legal, and others to help support team priorities.
Education Minimum Requirement:
Graduate degree preferred (MPH, MPP, MBA, other).
Required Experience and Skills:
Minimum 3 years’ experience in pricing, market access, government affairs/ policy, or related function.
Must have experience with and knowledge of public payer payment systems (Medicare Parts B & D) and reimbursement, including experience with buy-and-bill environment. Familiarity with policy proposals affecting pricing, access, and affordability preferred.
Experience in oncology business environment preferred.
Demonstrated ability to identify strategic priorities, work within a matrix organization to bring together various internal stakeholders, and develop and manage projects forward to resolution and action.
Experience presenting complex information to large audiences of internal colleagues, including senior level executives.
Strong analytic skills; experience providing input into data analyses to inform business questions or assess policy proposals. Familiarity with public payer datasets preferred but not required.
Ability to work independently and demonstrate “self-starter” approach to work. Anticipate and contribute to value-add projects and deliverables.
Ability to work collaboratively and inclusively is essential.
Excellent written and oral communication skills required.
