State of Montana Budget Analyst 1 in Helena, Montana

Division Overview: TheMontana Board of Crime Control(MBCC) missionis to proactively contribute to public safety, crime prevention, victim assistance through planning, policy development and coordination of the justice system in partnership with citizens, government, and communities. Job Overview: The Budget Analyst1, is responsible for assisting with professional accounting and fiscal duties for the division including preparing, organizing, and analyzing sub grantee budgets for federal and state-funded programs, assisting the Financial Manager and Budget Analyst 2 with SABHRS and Grant Management System Budgets for grant programs, reviewing and monitoring grant management activities for grant programs administered by the Division, monitoring and maintaining accounting systems and internal controls for financial operations and grant management, reviewing and assisting with implementing policy, preparing budgets and special reports, and providing technical assistance in accounting system design to other state and local agencies. This position is open until filled. The 1st review of applicants will occur two weeks after posting, on September 24, 2024. *Minimum Qualifications: * * Bachelor’s degree in accounting, finance, economics, statistics, or related field. * Other combinations of education or experience may be substituted. *Knowledge, Skills, and Abilities: This position requires knowledge of the concepts, theories, principles, practices and techniques of budgeting, budget development, fiscal management and financial accounting, with an emphasis in governmental (state and federal) and nonprofit fund accounting; the Statewide Budgeting and Accounting System; federal rules and regulations relating to grant programs; federal and state statutes, rules, guidelines and regulations relating to fiscal management, GAAP, and state and federal budgeting and financial reporting requirements. This position also requires knowledge of reconciliation methods and practices; contract management and the executive budget process (EPP). The incumbent must have skill in the use of computers and automated accounting systems; research and analysis techniques, and the ability to analyze and interpret fiscal information; present material to groups in an effective manner; and to develop working relationships with federal, state, and local governmental agencies, federal and state officials, and representatives of associations.
