This position may be covered by a Voluntary Employee Beneficiary Association (VEBA) *JOB DUTIES: As a Budget Analyst 2, you will: * Provide budgeting services to the department and serve as liaison on budgetary matters with the department division's and Governor’s Office of Budget and Program Planning. * Gather, evaluate, analyze, and project budgetary data to prepare operating budgets and budget adjustments throughout the year. * Develop budget and provide financial management. * Act as a budget consultant. * Analyze work product, evaluate, recommend and facilitate courses of action to achieve division’s business objectives. * Provide fiscal review and oversite on department grants. KNOWLEDGE, SKILLS AND ABILITES: If you are the right person for this opportunity, you will have the following knowledge, skills or abilities: Knowledge of (or ability to learn in a reasonable amount of time): * Personnel and program development/management concepts and practices. * Strategic thinking and planning. * Organizational budgeting and budget planning. Skill in: * Utilization of State Accounting Budgeting and Human Resources System (SABHRS). * Utilization of Internet Budget and Reporting System (IBARS). * Office of Budget and Program Planning fiscal note process. * Costing concepts in determining personal services and operations. Ability to: * Organize, prioritize and plan workload accordingly. * Establish and maintain positive working relationships. MINIMUM QUALIFICATIONS Your preparation for this opportunity could include a combination of relevant experiences including: * Bachelor’s degree in accounting, finance, business administration, economics, math or a closely related field * One years of progressively responsible budget and accounting experience * Experience with legislative budgeting and state government is preferred * Experience with SABHRS and IBARS is preferred * Experience with Excel for data analysis is preferred. OR * Any combination of equivalent experience and education to successfully perform the essential functions of the position will be considered.
