The mission of Fiscal Services is to provide financial services responsive to the needs of students, faculty, staff, and community while maintaining the highest level of integrity over our assets and financial records. The Budget Analyst position, which reports directly to the Executive Director of Fiscal Services, is an integral part of the finance team at Helena College and is responsible for analytical, in-depth management of complex budgeting processes. This position may directly supervise and will act as a departmental lead. This position will provide direct support to the Executive Director in the areas of budget development and tracking, fund accounting and analysis, and financial policy compliance. The Budget Analyst will be responsible for providing training, analysis, and guidance to departmental directors and staff. This position will also be responsible for cross training with others in the Business Office in order to provide coverage during peak times and employee leave as well as to help streamline processes. Examples of Duties and Responsibilities - Exercise professional higher-level judgement to independently reconcile, analyze, and summarize enterprise level data and draw conclusions for department directors to ensure compliance with University and State accounting policies and procedures for various transactions validating the integrity of official, recorded financial data. - Applies budgeting and accounting theory to various problems, by using analytical, evaluative, or interpretive processes and independent problem-solving skills. - Provide budget system level fiscal management of diverse and significant financial accounts. - May make higher-level assessments regarding a specific unit's financial condition or long-range financial planning. - Provide accounting guidance to each department as applicable. - Prepare journal entries. - Ensure audit and financial policy compliance with federal and state entities. - Analyze accounts and issue complex financial reports. - Develop procedures to streamline and improve existing processes. For example, this position will look at ways to increase efficiency and compliance in reconciliations, accounts receivable, accounts payable, and procurement. - Accurate and timely recording of all ?Backdoor? and SABHRS wire transactions within Banner and SABHRS software modules. - Reconcile accounts and resolve discrepancies. - Assist with budget preparation and entry for all institutional funds. - Use independent judgement and decision making to perform technical/professional accounting work for the major fund groups used by the University. - Assist in procurements, fixed assets fee schedules and special projects as requested. - Ability to prioritize and handle multiple and complex tasks with the highest degree of accuracy, while maintaining confidentiality. - Ability to work independently and efficiently with frequent interruptions. - Strong oral and written communication skills required with the ability to work collaboratively with faculty, staff, and students. Management and Supervision of Others This position will act as a departmental lead in the absence of the Executive Director and may supervise other Finance, Accounting, and/or Budget Analysts. Minimum Qualifications - Possess a Bachelor's Degree in Accounting, Finance or a related field. A combination of education and experience may be considered. - 2 years of progressively responsible experience in accounting. - Direct knowledge of Generally Accepted Accounting Principles (GAAP). ? High degree of proficiency in the use of Microsoft Excel, Word, Teams and Outlook.
