State of Montana Compliance Specialist Regulatory (Part-Time) in Helena, Montana
The Public Service Commission seeks a part-time compliance specialist to join our regulatory compliance team. This incredible team handles the consumer relations, water and sewer, telecommunications, and transportation programs to verify compliance within Montana to ensure fair prices, responsible business practices, and reliable services for Montana customers. As part of a fun and dynamic compliance team, the duties below are shared amongst the team. • Responds to consumers and negotiates disputes between regulated companies and their customers. • Facilitates public comment and access to Commission proceedings. • Researches, interprets, and audits utility compliance with state laws, administrative rules, utility tariffs, and commission and utility policies. • Assesses and prepares reports of consumer assistance requests, including findings and resolution. • Recommends corrective actions for violations of laws, rules, tariffs, or policies. • Processes registrations and insurance compliance documents. • Coordinates with staff on dockets and evaluates testimony or comments from parties. • Examines and evaluates compliance with regulations for standard and operating ratio-based ratemaking for water and sewer utilities. • Monitors and evaluates the use of numbering resources by telecommunications carriers. • Evaluates interconnection agreements between incumbent local exchange carriers and competitive carriers. • Cross-trains with and provides backup coverage for receptionist, document processing, commission meetings, and other support as needed. Commonly referred to as the Public Service Commission (PSC), our agency is staffed by a team of approximately 33 professionals in the Legal, Regulatory, and Administrative Services Divisions. The PSC is responsible for supervising monopolistic industries within Montana to ensure fair prices, responsible business practices, and sustainable, reliable service for the Montana customers who rely upon them. Regulated industries currently include privately held power, water, sewer, telecommunications, sanitation, and certain commercial transportation providers. Minimum Qualifications (Education and Experience): • Associate’s degree and three years of job-related experience. Training assignment considered with no degree or less experience. • Related combinations of education, training, and experience may be considered. • Preferred experience with consumer relations or assessing compliance with state or federal regulations.
