About this Position Montana Housing strengthens our vibrant communities by supporting access to safe, affordable and sustainable homes for Montanans whose housing needs are not met by the market. Montana Housing assists with buying a home, down payment assistance, mortgage servicing, Reverse Annuity Mortgages, rental housing assistance and multifamily rental development. Job Overview: *This position performs complex on-site compliance monitoring on Low Income Housing Tax Credit and bond-financed multifamily properties. Provides in-depth analysis, expert advice, and technical assistance to management for Low Income Housing Tax Credit and Multifamily bond programs. Writes formal reports, makes staff recommendations, prepares housing compliance letters of guidance and plans (QAP, annual income limits). Provides training and gives presentations on the various programs. This position travels independently, conducting inspections and audits throughout the state of Montana in accordance with Section 42 (IRS code) regulations specific to LIHTC properties. This involves auditing the property documentation in owner/manager files related to tenant certification/recertification and inspecting and exterior for livability (safe, sound, and sanitary). Upon completion of audits and inspections, position will determine status of compliance or non-compliance will provide a report to owner/manager. Work requires detailed analysis to determine if the project continues to comply with IRS rules and State restrictive covenants and legal agreements established during the assignment of Tax Credits and loan agreements. Due to varying conditions of homes, i.e., stairs, inaccessibility, or structural conditions, performing the duties of this position requires suitable physical fitness/mobility. Out of town travel is required for site visits to housing projects across the state roughly 50% of the time. Occasional travel out of state for national training conferences. Education and Experience: * A Bachelor’s degree in finance, accounting, business, or closely related field * 0 – 2 years of Applicable job-related experience * Alternate combinations of education and experience will be considered on a case-by-case basis. * Additional real estate or housing development knowledge or certifications a plus Competencies: /Knowledge of:/ * HUD and Treasury (IRS) Department regulations and procedures relative to low and moderate income multifamily housing * Fair Housing Laws * Personal computer database and spreadsheet technologies * Issues surrounding housing for elderly, handicapped, and mobility impaired individuals * HUD and Treasury regulations relating to income determination and rent calculation and the ability to interpret them * Adult education training techniques, business English, Internet, Word, Excel, database software, queries, and customer service /Ability to:/ * Read and interpret rules and regulations * Communicate effectively with elderly and low-income tenants, project owners, developers, managers, and financial institution personnel * Learn and understand multiple and often ambiguous program requirements and skill to interpret the specific requirements to others * Identify problem areas and skill to work with managers and report issues to Internal Revenue Service * Communicate effectively with difficult people when compliance issues are found * Be patient and considerate when working with clients who are often distrustful of government and dislike the amount of paperwork required How to apply Apply online by submitting yourresume,cover letter, and three professional business references. /(Please Note: You do not need to complete the “work experience” or the “education & certifications” portion of the application process in our recruiting system.
