This position may be covered by a Voluntary Employee Beneficiary Association (VEBA) *JOB DUTIES: As a Data and Operations Bureau Chief, you will: * Directing, monitoring, evaluating, and improving the implementation of statewide workforce programs; * Creating and disseminating economic and workforce data and research used by media, businesses, workers, policy makers, schools, and economic development professionals; * Developing and implementing improvements to program policy to ensure consistent and effective workforce programs that follow state and national regulations; * Providing technical assistance and guidance to private and public workforce training providers, pre-K to 20 educators, interest groups, and state and national policy-makers on ways to improve workforce programs; * Assisting in obtaining the technology needed to perform work and provide business analysis to turn business processes into technical specifications; * Monitoring and evaluating performance to identify best practices and implement systematic change, and * Other duties involved in operational support for the Division. KNOWLEDGE, SKILLS AND ABILITES: If you are the right person for this opportunity, you will have the following knowledge, skills or abilities: * Demonstrated collaborative, leadership, and management skills; * Experience using data and research to drive process enhancement, direct a team to seek continuous improvement, and track success using performance metrics; * Ability to translate federal and state workforce program requirements into actionable initiatives; * Knowledge of data governance and research standards, and ability to foster understanding about economic and performance data throughout the Division, Department, and Montana; * Ability to facilitate technical discussions about IT systems and processes with non-technical professionals; * Collaborate and influence leadership, staff, and outside partners to understand workforce program policy and procedures; and * Knowledge of national and state reporting structures and experience building relationships with government, industry, and workforce system stakeholders and federal partners. * Learn quickly and independently. The position supervises 6 direct and 40 indirect professional reports who are dedicated to our mission of empowering Montanans through work and opportunity. The position participates as a member of the Division’s leadership team and advises on program and fiscal management. The Workforce Services Division (WSD) covers a wide range of activities related to workforce development including the public labor exchange and job search, occupational training, career readiness and exploration, and labor market and career information. This team also provides input, direction, advice to and disseminates information on behalf of the Department and Commissioner. MINIMUM QUALIFICATIONS Your preparation for this opportunity could include a combination of relevant experiences including: * Bachelor’s Degree in Public Administration, Economics, Mathematics, Statistics, Business Administration, or a related field, and; * 2 years of directly related experience in progressive management positions that demonstrates skills in the analysis and solution of complex problems and supervision of staff.
