The department has four overreaching goals: * All Montana children are healthy, safe and in permanent, loving homes. * All Montanans have the tools and support to be as self-sufficient as possible. * All Montanans are injury-free, healthy and have access to quality healthcare. * All Montanans can contribute to the above through community service./ / Job Overview:The Data Control Specialist manages the data collection and quality assurance activities for the Montana Pregnancy Risk Assessment Monitoring System (PRAMS), a health survey of Montana’s mothers and babies (https://dphhs.mt.gov/prams). This position is responsible for most of the day-to-day PRAMS operations. The position manages a variety of data collection, entry and tracking, reporting, and other quality assurance activities such as records and response tracking, data system management, and development and application of quality assurance protocols. Major Duties or Responsibilities Health Data System Administration * Develops public health data requirements in response to state needs and federal grant and cooperative agreement solicitations. * Researches, recommends, and implements new methods and techniques for data collection and reporting. * Coordinates the development and management of health surveillance and data collection systems to track, analyze and evaluate programs and services. * Maintains data quality control, data confidentiality, and security of data including Health Insurance Portability and Accountability Act (HIPAA). * Generates reports in response to requests or requirements from state and federal agencies, as well as program partners. * Coordinates and monitors completion of program core work activity plans in performance management system. * Provides information for competitive and continuation grant and cooperative agreement applications to federal and other funding organizations. Program Support and Technical Assistance * Provides program support and technical assistance to program partners/contractors for the implementation and administration of federal grants * Coordinates and evaluates supporting data for grant applications, presentations, and other educational opportunities for contractors and partners. * Oversees the development of health education and outreach materials. * Assists in contract coordination, verifying contract deliverables and contract payments. Physical and Environmental Demands:Typical office work environment. In and out of state travel with overnight stays are required. Knowledge, Skills and Abilities (Behaviors) Required for the_first day of work_ * Knowledge of practices of data management. * Knowledge of medical terminology, medical records, and data processing. * Knowledge of HIPAA and/or IRB regulations and confidentiality requirements. * Excellent verbal and written communication skills. * Skill in researching and developing public health interventions. * Excellent organizational skills, including ability to multitask and prioritize work. * Ability to provide effective customer relations. * Ability to operate personal computer and general office equipment. * Ability to work with MS Excel and other spreadsheet programs. * Ability to operate personal computer, word processing software, and general office equipment.
