State of Montana Deputy Division Administrator - IT and Operations (51570) in Helena, Montana

The Child and Family Services Division (CFSD) provides family-centered services within a trauma-informed system to assure safety, permanency, and well-being for children who are at risk of or have been subjected to child maltreatment. The Fiscal Bureau oversees the overall operating cost of the Division and the programs that help serve children in the foster care as well as prevention services to support families. Job Overview:The mission of the Child and Family Services Division (CFSD) is to keep children safe and families strong. This position reports to the Division Administrator of the CFSD and oversees the information technology and business operations of the Division. The position directly oversees the fiscal bureau; the IT systems development and business analyst unit, and central office administrative support. The fiscal bureau is responsible for managing the finance, accounting, and IV-E and SSI eligibility activities of the division. The IT systems development unit is responsible for the development, implementation and ongoing support of the State Automated Child Welfare System (SACWIS) for improved practice and public reporting. Centralized administrative support is responsible for executive-level support to the division administrator, deputy administrators, and staff within central office. Below are more detailed job duties: * Recommendsoverall operations and short and long-term objectives. * Provides direction on the nature and content of assigned division operations to achieve short and long-term goals. * Oversees coordination and relationships between assigned work units, bureaus, and activities/operations. * Coordinates business operations of the division with field operations in collaboration with the Division Administrator. * Allocates available equipment, materials, funding, and staff. * Represents the Department at rule hearings and public meetings. * Negotiates with federal or other entities with regard to services of the division, in collaboration with the Division Administrator. * As a member of the CFSD management team, recommends programmatic goals and objectives. * Identifies needed statutory, financial, or programmatic needs in preparation for the Executive Planning Process and the legislative session. * Defends executive budget requests to the Office of Budget and Program Planning, the Legislative Fiscal Analyst, and the legislature. * Oversees the implementation of legislation, federal rule changes, etc. in areas of responsibility. * Represents assigned areas of division to the public and stakeholders by serving on councils and committees, attending meetings and public speaking engagements. * Proposes subordinate organization structure, work operations and workflow. * Delegates authority to subordinate managers and supervisors and holds them responsible for performance of their organizational units. * Assures that all subordinates are provided with training and developmental opportunities. * Provides oversight, direction, consultation, and assignment of duties to subordinates including hiring, evaluating, and disciplining. * Establishes objectives for work units, monitors plans for completion, and evaluates outcomes. * Ensures subordinate compliance with state and department human resource rules, regulations, policies, and collective bargaining agreements. * Oversees labor management relations and labor contract administration in collaboration with the Division Administrator. Required for the first day of work: * Knowledge of general management concepts and practices including goal-planning, organizational planning, program planning and evaluation and policy development. * Knowledge of human resource management. * Knowledge of social work principles and practices. * Leadership ability. * Excellent written and verbal communication ability, including facilitation and conflict management skills. * Analytical and problem-solving ability. Minimum Qualifications: * Bachelor’s degree in finance, business administration, public administration, or related field. * Five years’ experience in project and fiscal management, data analysis and reporting, and business operations management. * Three years of experience supervising and/or managing programs, work units and staff, and budgets.
