State of Montana Family Planning Program Specialist (04810) in Helena, Montana

This Program Specialist position oversees the Title X program. This position is sought as a subject matter expert for the program and provides outreach, direct training, and support to contractors providing these services. Additional program management responsibilities include development of evidence-based public health interventions, policies, and implementation of health surveillance and data collection systems. Major Duties or Responsibilities: Program Management * Develops and administers statewide public health program in response to state needs and federal grant and cooperative agreement solicitations. * Prepares written reports, develops policies, procedures, and objectives. * Communicates with stakeholders, contractors, and statewide planning and partnership groups; facilitates stakeholder groups. * Develops and maintains program strategic and quality improvement plans, and performance measures; recommends comprehensive strategies to ensure the efficient operation of the program. * Coordinates and monitors completion of program core work activity plans in the performance management system and manages health surveillance and data collection systems to track, analyze and evaluate programs and services. * Develops, implements, and monitors evidence-based health policy, and public health interventions. * Researches, analyzes, and monitors federal and state laws, regulations, and policies pertaining to public health programs. * Evaluates statewide program performance, recommends policy and/or program changes and improvements. * Develops and monitors programmatic budgets and works with fiscal staff as necessary. * Coordinates activities such as training conferences and/or other groups to plan procedures. Outreach, Training, and Technical Oversight * Coordinates program support, outreach, and technical assistance to local and tribal health departments and other partners/contractors. * Assesses training needs of contractors and partners; Coordinates the implementation and evaluation of trainings and conferences, and other educational opportunities for contractors and partner. * Oversees the development of health education and outreach materials. * Responds to inquiries concerning public health programs. * Researches and writes competitive and continuation grant and cooperative agreement applications to Federal and other funding organizations. Contract Management * Provides feedback on contractors’ budgets and approves invoices. * Conducts site visits and enforces requirements including writing notices and reviewing reports. * Monitors contractors’ performance with contract compliance and writes and oversees corrective action plans. * Conducts monthly conference calls with contractors regarding program deliverables. * Oversees requests for proposals, contracts, and memorandum of understandings to fund and support program-related services. Physical and Environmental Demands: Typical office work environment. Participation is required at stakeholder meetings and travel is required for site visits. In-state travel and overnight stays may occur on a monthly basis but with advance notice. Knowledge, Skills, Abilities, and Behaviors: Required for the first day of work: * Knowledge of public health program management principles and practices. * Knowledge of public health interventions and quality improvement. * General knowledge of federal and state laws related to grants and contracts. * Excellent written and verbal communication skills including public speaking. * Strong attention to detail and organizational skills. * Excellent and proven interpersonal skills. * Ability to research, develop, and implement public health interventions. * Ability to facilitate stakeholder meetings. * Ability to prepare reports, presentations, and other communication for the program. * Ability to gather, correlates, and analyzes facts to identify and solve problems. * Ability to create and present trainings to contractors and the general public as needed. * Ability to use computer, databases, and spreadsheet applications.
