ICF Consulting Group, Inc. Global Health Security Senior Technical Advisor in Helena, Montana

ICF is seeking a Global Health Security Senior Technical Advisor (STA) who will be responsible for overall technical leadership for the anticipated five-year, USAID-funded $50-100 million Localize Global Health Security (LGHS) project. The LGHS project will work with local partners in focus countries in Africa and Asia to strengthen critical health security capabilities defined in their national health security action plans and contribute to their Global Health Security Agenda 2024 targets. Building capacity and achieving these targets is critical to strengthening and sustaining country, regional, and global preparedness for pandemic prevention, detection, and response. LGHS will support country-level progress against country-driven priorities.

In this role the Global Health Security STA will provide the overall strategic direction and thought leadership for project technical activities and lead a global team dedicated to strengthening the capacity of local partners to design, implement, and monitor priority GHS activities. The Global Health Security STA will ensure all activities and grants to local partners advance project activities in alignment with USAID’s GHS and Localization objectives. The Global Health Security STA will supervise select project staff and report to the LGHS Project Director and is expected to travel internationally 25% time.

Specific Responsibilities:

  • Ensuring a coherent and consistent technical approach across all project activities

  • Leading a team of technical professionals based globally to support project objectives

  • Identifying and making linkages and sharing best practices between countries and regions

  • Working collaboratively with the Capacity Development Advisor, the Monitoring, Evaluation, and Learning Advisor, and the Knowledge Management Advisor to develop, document, and share results and best practices within the project, host countries, and among external stakeholders

  • Guiding the development of work plans and budgets aligned with the USAID GHSA and Localization Strategies

  • Ensuring the project’s technical approaches and strategies align with global, USAID, and project-level results frameworks

  • Providing technical thought leadership and ensuring the project is applying best practices from global guidance/practice and other USAID projects within project countries


  • Master’s degree or higher in public health, international development, laboratory science, or related field

  • 10+ years of experience providing technical leadership, with 5+ years cumulative experience working to support GHS or other infectious disease programs in low-resource settings, preferably with experience working with USAID programs

  • 3+ years of experience strengthening capacities of local organizations

  • 5+ years’ experience working collaboratively with USAID, other US Government Agencies, international organizations, host country governments, national GHS programs, and local partners


  • PhD, MD or Dr. PH in infectious disease epidemiology, clinical diagnostics, public health, or related field

  • French language skills

  • Experience working with USAID infectious diseases epidemiology, laboratory diagnostics, surveillance, or risk communication in low and middle income countries
