We are proud to serve 149,000 students pre-K to grade 12, their parents and guardians, 400 school districts, 16,000 educational professionals, and 3,000 adult learners. * * * _Benefits of working for OPI:_ · Work/life balance · Family friendly · Dedicated and caring colleagues · Health coverage · Retirement plans · Paid vacation, sick leave, and Holidays (combination of up to 38 per year) · Opportunities and room for professional growth · Public service loan forgiveness-Employment with the State of Montana may qualify you to receive student loan forgiveness under the PSLF. *_Job Overview:_ This position exercises leadership and general supervision through development of policy, procedures and management and oversight of the distribution of federal funds for special education; designing and ensuring the implementation of procedures for determination of maintenance of fiscal effort; establishing policies and procedures for the implementation of hearings related to the withholding of federal funds for failure to meet compliance requirements under IDEA; design and oversight of the application for receipt of federal funds ensuring it addresses all of the requirements under IDEA; oversight and management of special projects ensuring grant requirements are met and projects are coordinated with the special education division and other OPI divisions and activities; oversight and management of the statewide contract for the Hearing Conservation Program; developing technical assistance materials and training to ensure applicants for federal special education funds have the information necessary to meet all of the requirements under IDEA; interaction with the local education agencies (LEAs), local, state, national, and federal organizations, institutions, agencies, and policy makers relating to compliance with the Individuals With Disabilities Education Act (IDEA) and the design, delivery, analysis and evaluation of LEAs’ compliance for receipt of federal funds; development of policies, procedures and guidelines for the administration of the Statewide Hearing Conservation Program (HCP) and management of the HCP program and related services. The position serves in an advisory role to the director on long-range planning for meeting the needs of students with disabilities; integrates special education policy with those of other federal programs (ESSA, etc.); ensures state expenditures are in compliance and meet budget limitations; provides training to school districts on the complex use of federal funds as they relate to state and local funds in collaboration with the fiscal accounting division; and conducts an analysis of program information to identify expenditure anomalies, district comparisons, and use of Medicaid funds. The position supervises and oversees the administrative assistants ensuring all work of the support unit is accomplished to meet federal and state deadlines and all federal program expenditures are in accord with IDEA requirements and appropriate budgeting codes. _Knowledge, Skills, and Abilities (Behaviors):_ · Knowledge of complex fiscal and program requirements under the Individuals with Disabilities Act. · Knowledge of procedures and requirements for the calculation and determination of maintenance of effort. · Knowledge of school district accounting as it relates to maintenance of effort. · Knowledge of the procedures for implementation of hearings related to an applicant’s failure to meet the requirements under IDEA and receipt of federal funds. · Knowledge of Hearing Conservation guidelines and practices and coordination of services with other agencies, both public and private. · Knowledge in the management of IDEA funds and statewide audiological services. · Skills in the development of policy, procedures and administrative rules. · Ability to establish and maintain effective working relationships with employees, other agencies and the public. · Ability to communicate effectively both verbally and in writing, and to plan, direct and prioritize work. · Ability to interpret rules, regulations, policies and procedures, and apply them to the administration and management of the IDEA Grant collection. · Ability to apply federal and state laws and regulations and OPI policy. · Ability to work cooperatively, pooling or combining ideas, efforts and experiences to improve innovation, efficiency, and performance of the division and the office. · Ability to support the directing and activities of the Special Education Division. · Ability to raise concerns, issues, and criticism directly with the appropriate staff person or team. _Minimum Qualifications (Education and Experience_): · Bachelor’s degree in education or related field. · Three years of experience in the administration and management of federal special education funds. · Two years of supervisory experience. _Does this sound like you?_ Please tell us how and why by submitting your resume online, including any veterans or disability preference documentation.
