State of Montana IT Project Management Specialist (Release Train Engineer) in Helena, Montana

Then, consider joining our team to support the Information Technology (IT) bureau in our implementation of Scaled Agile Framework (SAFe), project management standards, and actionable strategic planning. The Project Manager directs and coordinates Information Technology (IT) projects using an established project management framework from project initiation through project closing. Projects are often multiyear efforts with significant changes and reorganization of resources. Responsibilities include: 1) Determines the best method for project accomplishment using in-house or contract system development and programming. 2) Identifies and secures required project resources including budgets. 3) Project activities include establishing goals, specifications, scheduling, and estimating project deliverables; and 4) Researches and evaluates new technologies. The Scaled Agile Release Train Engineer (RTE) is primarily responsible for facilitating the effective execution of large-scale Agile programs for the Department of Environmental Quality (DEQ). The RTE provides leadership, coordination, and coaching to help teams deliver value, foster collaboration, and continuously improve their practices within SAFe. This position will require a strong understanding of multiple IT-related disciplines, including business analysis, project management, agile principles, quality assurance, and strategic planning. The RTE works with others in the agency and IT bureau to align technical solutions with business needs. Having the ability to build and maintain effective working relationships is critical for this position to be successful. The successful candidate would join the Innovation and Transformation Office to integrate SAFe methodologies and practices into project management methodologies, emphasizing transparency, adaptability, and customer focus. The successful candidate will play a pivotal role in facilitating SAFe practices and Program Increment event execution. The position includes a career ladder for professional development and pay progression. /Skills:/ * Outstanding collaboration skills, with prior experience working in a hybrid/remote environment. * Highly organized and execution focused, self-accountable and driven to achieve targeted outcomes. * Proven track record of delivering high quality, high value products according to strategic objectives. * Excellent communication skills, both written and verbal, including public speaking. * Strong influencing, negotiating, and persuasive skills with the ability to manage conflict and drive key decisions in a timely manner. * Excellent relationship building skills, including the ability to build cohesive and collaborating teams across organizational groups. * Excellent situational analysis, problem-solving, and critical thinking skills to objectively evaluate information and determine courses of action. * Strong ability to organize priorities and tasks. * Strong initiative to drive positive change and accomplish organizational goals and objectives. * Proficiency in Microsoft Office and O365 tools (Outlook, Teams, Word, Excel, PowerPoint, Planner, etc.) /Ability to:/ * Lead strategic planning workshops to align vision, mission, organizational goals, and themes. * Develop and facilitate the development of performance indicators and measures for gathering metrics, feedback, and data from the teams and stakeholders to identify improvement opportunities. * Facilitate retrospectives and other feedback loops to ensure the program evolves and becomes more effective over time. * Engage with relevant interested and impacted parties to gather requirements, provide updates, and manage expectations. * Take an enterprise-wide view of the IT landscape as it pertains to DEQ business and program needs, and apply degrees of appreciation for strategy, process, capability, enabling technologies, and governance. * Think critically, apply creativity, and identify high quality solutions to technology-related needs. · Bachelor’s degree in computer science, Information Technology, or a related field. ·3 years leading and directing Information Technology projects or closely related work experience. ·IT Project Management Certification (PMP) Certification preferred.
