State of Montana IT Systems Analyst in Helena, Montana

As a member of the agency’s Information Systems Bureau, this position will support the business bureaus through designing, development, and implementation of data-driven application software. Duties involve assisting agency business-side employees in defining user requirements, designing application architecture and functionality, and aiding in implementation of business applications. The ideal candidate will be familiar with the software development life cycle (SDLC) from preliminary system analysis to tests and deployment. In addition, duties will include answering customer questions and troubleshooting customer issues. _Qualifications_ Required Education and Experience: * A Bachelor’s degree in Computer Science, or closely related field; AND * 2 years’ experience as a data analyst / DBA * Alternate combinations of education and experience will be considered on a case-by-case basis. Competencies: /Ability to:/ * Consult with managers to determine the role of IT systems in the organization. * Collect and analyze user requirements to make recommendations about IT enhancements or provide IT solutions to business processes. * Work with business owners to expand or modify IT systems while maintaining the integrity of the data. * Develop, document, and execute test plans to ensure that business requirements have been satisfied; manage project change requests and problem-resolution activities. * Perform in-depth testing on system components to determine performance and diagnose IT system issues. * Research methods to add new functionality to an existing system * Analyze, review, and implement appropriate technical tools to troubleshoot or enhance existing systems. * Develop reports or data visualization resources from enterprise data sources * May train systems users and create documentation and instruction manuals * May program or develop scripts for process automation. Additional Responsibilities may include: * Collaborate with stakeholders to elicit, identify, define, prioritize, and document business requirements, opportunities, and/or problems for new development projects, business process redesign, current business application enhancement, or current business problems/issue resolution. * Translate business requirements into functional specifications for information technology or other solutions; in the absence of a computer systems analyst, manage specification changes. * Work with software developers, IT specialists, stakeholders, and others to identify and assess options for technical feasibility and recommend solutions. * Document solution prototypes and mock-ups provided by IT or other specialists; ensure usability of solution and provide post-implementation review and assessment. * Present and communicate technical and business concepts to technical and nontechnical audiences.
