State of Montana IT Technical Financial Specialist (05276) in Helena, Montana

The IT Technical Financial Specialist position will be responsible for a variety of duties within the Department of Public Health Human Services. This is a full-time position and the successful candidate will work under the Office of the Chief Information Officer. Major areas of responsibility include producing and maintaining IT contract budget projections and financial reports for the Department; monitoring and managing IT procurements through the procurement lifecycle; maintaining Total Contract Manager (TCM) contract record documentation and data entry, workflow administration, and notifications; and providing training and technical assistance to internal and external stakeholders related to IT procurement policies and processes. _Other key tasks include_: IT Procurement * Consults with program stakeholders and management, demonstrating an in-depth understanding of available procurement methods and IT procurement processes, to facilitate strategically driven, financially transparent and informed decision making. * Provides oversight of the procurement lifecycle for assigned projects including obtaining necessary internal and external prior approvals, thoroughly documenting project information and financial data, drafting contract documents, maintaining electronic contract records, processing project change requests, and contract closeout. * Performs training, technical assistance, research, and guidance to program stakeholders and management on IT procurement projects. Financial Management * Gathers and analyzes financial data from a variety of financial and contract information systems including SABHRS, eMACS, AWACS and PERQS to generate IT contract budget projections and reports. * Serves as backup to the Lead IT Financial Technical Analyst. * Produces complex and detailed technical and financial analysis for upcoming IT procurements. Physical Requirements: This job operates in a professional office environment. This position will travel outside of the office less than 5% of the time. Required for the First Day of Work: * Knowledge of budget and accounting principles and practices * Knowledge of federal and procurement laws * Knowledge of the state government budget process * Knowledge of contract management and procurement laws, rules and policies * Ability to research and interpret state and federal regulations * Ability to research, interpret and apply knowledge of the concepts and theories of state governmental finance, electronic reporting/distribution systems, and frequently changing laws * Ability to interpret fiscal records, compile data and prepare fiscal reports * Working knowledge of electronic systems and their application to the management of large fiscal programs * Knowledge of computer software such as Microsoft SharePoint, Excel, Word and Outlook * Knowledge of information systems and financial management systems * Knowledge of formal IT procurement contract documents including but not limited to Software Maintenance and Licensing Agreement, Statement of Work, Contract Amendments, Purchase Orders and Work Orders Required Minimum Education and Experience: * Associates degree accounting, finance, business, information technology, economics, or a related field. * Six months of job-related experience in procurement, budget, finance, information technology or accounting. * Other combinations of directly related education and experience may be considered on a case – by – case basis. * Experience/knowledge of information technology, procurement and/or State budgeting preferred. /DPHHS is an equal opportunity employer.
