The Department of Administration’s State Office of Labor Relations, within the State Human Resources Division, provides services on behalf of all executive branch agencies. As the Governor’s designated representatives in collective bargaining, office members: * negotiate the biennial pay package for state employees; * negotiate collective bargaining agreements for each of the state's bargaining units; * assist agencies administering those agreements; and * represent state government in administrative hearings and labor arbitrations. In addition to this position, the Office of Labor Relations is supported by a Senior Labor Negotiator and a Labor Attorney reporting directly to the State’s Chief Labor Negotiator, who also serves as the Administrator of the State Human Resources Division. In this capacity, the incumbent will represent the Office of Labor Relations in an array of forums involving agency leadership, union representatives, and state employees across the executive branch of Montana State Government. Typical duties will range from meeting management, office communications and document management to broader responsibilities involving direct support of several elements of union activities with the oversight of office personnel. The successful candidate should be particularly adept at managing a dynamic range of responsibilities and have a particular affinity for seeking growth opportunities. Education and Experience: * * Associate’s degree with coursework emphasizing human resources, writing composition, and other related business subjects; AND * Substantive experience related to union activities and other collective bargaining topics; OR * Alternate combinations of education and experience will be considered on a case-by-case basis. *Competencies: * Effective communication skills, both verbal and written. Ability to interact with employees, managers, and others in both positive and challenging situations. * Proficient in using Adobe and Microsoft Office software suite with advanced skills in Word and Outlook. Ability to learn software programs and perform updates to websites. * Effective proofreading, formatting, and editing skills. * Demonstrated ability to maintain confidentiality, as this position has frequent contact and access to confidential information. * Ability to build effective working relationships with division staff, union representatives, other agency staff, and stakeholders. * Demonstrated accuracy and thoroughness to ensure quality work output. * Strong organizational skills to manage multiple competing priorities and ensure sometimes overlapping deadlines are met. * Appropriate identification and resolution of problems within areas of responsibility. * Knowledge of administrative and clerical procedures such as file and record management, taking meeting minutes, and other office procedures.
