Job Overview: *The Early Childhood and Family Support Division (ECFSD) works with community providers and clinics across the state and is home to many early childhood and family support programs including, but not limited to: childcare; serving children with developmental delays; supporting families through nutrition education and support, family planning, maternal and child health, home visiting, and child abuse prevention efforts. ECFSD strives to assure that children, youth, and families are healthy and thriving. This position provides consultation and program oversight for programs within the Family and Community Health Bureau, within ECFSD. This position will administer the Centers for Disease Control and Prevention (CDC) Enhancing Reviews and Surveillance to Eliminate Maternal Mortality (ERASE MM) Grant, which requires the Nurse Abstractor to coordinate the Maternal Mortality Review Committee (MMRC); review and abstract records related to deaths and prepare case narratives; and collaborate with provide technical assistance, support, and assist with site monitoring for the Title X Family Planning Program. Travel, in and out of state, overnight with advance notice, 10%. Key responsibilities include: * Provides clinical technical direction and consultation to clinical personnel, including physicians, medical directors, nurse practitioners, physician assistants, public health nurses and related personnel at public health and clinic settings statewide. * Provide case abstraction services for maternal deaths and develop case narratives to present to the Maternal Mortality Review Committee (MMRC). * Provides consultation and technical assistance in the planning, program design and evaluation of FCHB programs. * Evaluates and monitors public health care programs and services for quality, compliance to federal state and local laws and guidelines, and best practices. Recommends corrective action and monitors progress. * Prepares written reports, develops policies, procedures, and objectives. * Researches and writes competitive and continuation grant and cooperative agreement applications to Federal and other funding organizations. * Communicates with stakeholders, contractors, and statewide planning and partnership groups; facilitates stakeholder groups. * Develops, implements, and monitors evidence-based health policy, and public health interventions. * Coordinates program support, outreach, and technical assistance, and trainings to local and tribal health departments and other partners/contractors. * Serves as a professional liaison with a variety of stakeholders such as clinicians, hospitals, and family leaders to ensure their participation and input are considered in program planning. * Represents the program on related work groups and programs. Works with physicians, hospitals, family leaders and other partners to coordinate systems of care. * Develops, updates, and assures implementation of state and federal policies, guidelines, and criteria. Assures conformity with federal, regional, and state laws and regulations. * Works with MMRC planning committee to develop policies and procedures, rules and regulations to guide their work and ensure proper privacy protections are in place. Knowledge, Skills, and Abilities – Required for the first day of work: * Knowledge of the principles and practices of nursing. * Knowledge of standards of care and clinic/provider operations. * Ability to work effectively with medical professionals and organizations. * Ability to communicate effectively both verbally and in writing. * Ability to analyze problems using logic and reason and provide effective solutions. * Strong professional communication skills. * Knowledge of program development, management and quality improvement * Ability to identify problems, develop and implement solutions. * Skill in writing technical or clinical reports. * Skill in researching and developing training material and program content. * Knowledge of HIPAA and confidentiality laws. * Ability to operate a personal computer and general office equipment as necessary to complete essential functions, including using spreadsheets, word processing, email, internet and other computer programs. * Understanding of social determinants of health. Minimum Qualifications (Education and Experience): * Current Montana State Licensed RN. * Two years of professional nursing experience. * Experience in program development and oversight. * Preference for experience in public health. * Other combinations of directly related education and or experience may be considered on a case by case basis.
